POSITION DESCRIPTION:

The Senior Database Specialist provides enterprise-level database architecture, modernization, and development support for NOAA NMFS fisheries-dependent data systems. This role is central to data governance, system modernization, and migration of legacy databases to cloud-based environments.

RESPONSIBILITIES:

  • Design, analyze, and modernize Oracle database architectures supporting fisheries management programs.
  • Lead data migration efforts from legacy systems to Oracle databases hosted in AWS environments.
  • Develop and optimize PL/SQL, database schemas, and DDL to support operational and analytical workloads.
  • Analyze existing NOAA Fisheries databases and recommend consolidation and modernization strategies.
  • Provide technical leadership on enterprise data architecture and integration initiatives.
  • Ensure database solutions meet performance, scalability, security, and compliance requirements.
  • Collaborate with software developers and stakeholders to align application and data architectures.

REQUIREMENTS:

  • Bachelor's degree in Information Systems, Computer Science, or related field.
  • 8+ years of Oracle database administration and development experience.
  • Demonstrated experience with enterprise data architecture and cloud migration.
  • Strong analytical and problem-solving skills.
  • Oracle Enterprise Database 19c+
  • Oracle Cloud Control, Oracle APEX
  • AWS-hosted Oracle environments
  • SQL Developer, Toad
