Responsibilities Overview: This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State, Consular Affairs (CA), supporting 10,000 users across 230 overseas posts, 29 domestic passport agencies, and multiple data centers. The Database Support Manager (DSM) shall oversee the team responsible for the overall success of the globally dispersed databases. The DSM shall also be responsible for overseeing the performance of Tier II and Tier III support (as appropriate). This includes supporting Oracle (Version 11g or higher) and Microsoft SQL Server (Version 2008 R2 or higher) platforms and proactively monitoring databases to respond to incidents and alerts. The DSM shall be responsible for the monitoring and management of the database environment support for CA and for optimizing database performance, availability, and capacity. The DSM shall also automate manual maintenance, diagnostic health checks, validation, and reporting. Responsibilities: * Responsible for the day-to-day database operations in the CA Service Center. * Responsible for the training, staffing, and operational efficiency of the database operations team. * Responsible for the administrative/operational leadership of the database operations team within the program guidelines set by the Program Manager and DOS CA customer. * Monitors project to ensure work scope, schedule, and budget are well defined and maintained * Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received * May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs * Works in a data warehouse environment that includes data design, database architecture, metadata and repository creation * Translates business needs into long-term architecture solutions * Defines, designs, and builds dimensional databases * Responsible for developing data warehousing blueprints, evaluating hardware and software platforms, and integrating systems * Recommends and develops needed modifications to the architecture plans and manages architecture programs to support the mission * Prepares reports and correspondence that articulate highly complex program findings or agency policies for dissemination to senior level leaders * Conducts unbiased assessment of industry architecture direction, emerging trends, best practices, automated tools, innovative approaches, and contribute, when appropriate, on architecture issues within the DOS. * Evaluates reusability of current data for additional analyses * Conducts data cleaning to rid the system of old, unused, or duplicate data * Reviews object and data models and the metadata repository to structure the data for better management and quicker access * Develop and document database architectures * Develop database architectural strategies at the modeling, design and implementation stages to address business or industry requirements * Collaborate with system architects, software architects, design analysts, and others to understand business or industry requirements * Create and enforce database development standards * Demonstrate database technical functionality, such as performance, security and reliability * Design database applications, such as interfaces, data transfer mechanisms, global temporary tables, data partitions, and function-based indexes to enable efficient access of the generic database structure * Design databases to support business applications, ensuring system scalability, security, performance and reliability * Develop data models for applications, metadata tables, views or related database structures * Develop load-balancing processes to eliminate down time for backup processes * Develop or maintain archived procedures, procedural codes, or queries for applications * Performs related duties as assigned Qualifications MINIMUM REQUIREMENTS: * BA/BS in information Technology or related discipline or equivalent,
* Possesses an Oracle Certified Professional (OCP) certification.
* A minimum of five (5) years of experience in database administration supporting the migration to modernized databases and managing/leading a database staff for projects with a similar size, scope, and complexity to the requirements of the task.
* Possesses a CompTIA Security+
* Top Secret Clearance PREFERRED EDUCATION AND EXPERIENCE: * Possesses an ITIL Foundations Level Certification (or higher).
* Demonstrated experience with projecting and planning for long-range requirements for database administration and design.
* Demonstrated experience conducting quality control and auditing of databases including organization protection and security and documentation and reporting in an environment similar to the CA environment.
* Demonstrated experience with database technologies, development methodologies, front-end/back-end database programming. Work Environment: * May require occasional travel between work centers or to client sites.
* Some after-hours or on-call support may be necessary.
* On-site work in a secure government or contractor facility.
* Must be able to work in a high-security environment and comply with all relevant security protocols.
