Position Description
The Executive Office of Health and Human Services - Data Office is seeking a Data Analyst to join its growing team. The Data Office is leading a central Data Modernization program that will include new central data capabilities, as well as improvements and coordination with its 12 constituent agencies, such as the Department of Public Health and the Department of Mental Health. Under the direction of the Director of Data Strategy and working closely with Agency teams and the EHS Strategy Office, the Data Analyst will support the creation of analytics and dashboards to monitor Secretariat initiatives and outcomes. The initial focus will be on aggregate Key Performance Indicators from various Agencies. As the program matures, there will be opportunities to dive deeper with data, combining data from multiple EHS agencies to create a fuller picture of the health of the constituents of Massachusetts and how EOHHS is engaging with them and delivering services. In the first 6 months of the project, the team will be working to create a shared Enterprise Data Platform and to define and understand the KPIs from EHS agencies. Team members will engage directly with Agency teams to understand their technical landscape, business objectives, and gaps in current data capabilities. As the program matures, data from various sources will be integrated into the Enterprise Data Platform and attention will shift to be more stable, production-ready delivery of dashboards using Snowflake & Tableau.
POSITION SUMMARY:
The Data Analyst will support the Data Office in its efforts to implement a new central Data modernization program. The Data Analyst will provide input on best practices and potential efficiencies, work on multiple assignments concurrently to meet aggressive due dates. The Data Analyst will use a range of expert technical skills based on a keen knowledge of data and analytic concepts, and must be proficient with SQL, Python, R, Snowflake, SharePoint, Tableau and/or other Business Intelligence & Programming Tools. This resource needs to have hands on experience analyzing and interpreting complex data needs to develop solutions that improve decision making and operational efficiency. This resource will also be responsible for providing subject matter expertise in the development of requirements as agencies transition to the data modernization program. In the initial stages of the engagement, the Analyst will be expected to work with data from multiple disparate sources to meet reporting goals. This will be data of varying completeness and quality from systems such as EHRs, enrollment platforms, and operations applications. As the Enterprise Data Platform matures and more data is integrated and improved, the Analyst will use their schools to generate data sets and analysis based on objects in Snowflake. The ideal candidate is comfortable in a maturing landscape and is able to use their data skills and business understanding to answer questions with imperfect systems.
DETAILED LIST OF JOB DUTIES AND RESPONSIBILTIES:
• Develop reports and data visualizations using Tableau Server
• Provide ad-hoc reports and extract based on user requests
• Provide gap analysis of current data extract process
• Identify remediation of data pipeline process gaps and propose solutions
• Validate results of all extracts and reports
• Interact on a professional basis with internal and external staff in a personable manner
• Develop reports for the Office of Strategy Management and other areas as requested
• Support on-going development of Key Performance Indicator Collection Tools and Reports
• Communicate business requirements to developers and work with them to implement solutions for the business community where appropriate.
• Communicate progress, or impediments to progress, to users and managers.
• Organize and maintain workload and work independently with limited supervision
• Participate in, and contribute to, team projects and meetings
QUALIFICATIONS:
• Understand business requirements, regulatory needs and their impact on business as well as well as the technology essential to support them
• Maintain comprehensive code and documentation consistent with best practices and agency policy
• Evaluation requests, gather business requirements and creatively develop solutions, generating accurate deliverables consistently and under pressure
• Improve and innovate processes and programs that meeting user needs
• Produce standard and ad hoc reports using various tools and data sources
• Conduct advanced data mining in a timely and accurate manner as required
• Produce business and system documentation based on EOHHS standards
EDUCATION and EXPERIENCE: (Education, Year' Experience & Certificates):
• BS in Computer Science, related degree, or equivalent experience
• Experience working with SQL, Python, R, Snowflake, SharePoint, Tableau and/or other Business Intelligence & Programming Tools required
• 3+ years' experience working as a programmer/developer, preferably in healthcare.
