Job description

Bering-Alaka`ina Holdings, LLC is looking for a Sr. Data Scientist to provide support for our government customer in Arlington, VA.

DESCRIPTION OF RESPONSIBILITIES:

  • Provide senior-level technical expertise and advisory support to ODASW(CNGT) leadership regarding data science, advanced analytics, and the mathematical and statistical methodologies required to evaluate the effectiveness of the DoW's Counternarcotics (CN) program.
  • Support the government in the design, development, and implementation of a new performance measurement framework focused on Measures of Effectiveness (MOEs). Assist in the analysis of large, complex, and disparate datasets from across the DoW CN community to identify trends and evaluate program outcomes against strategic objectives.
  • Develop and employ advanced predictive models, machine learning algorithms, and statistical techniques to assist government personnel in forecasting threat activities, assessing the potential impact of program changes, and optimizing resource allocation.
  • In partnership with the Performance Metrics Analyst, architect robust data pipelines and develop authoritative data visualizations and executive-level dashboards. Draft and prepare data-driven briefings and reports for government review, enabling senior leadership to brief the Office of National Drug Control Policy (ONDCP), Congressional committees, and other stakeholders.
  • Function as senior data science Subject Matter Experts (SMEs) within ODASW(CNGT). Draft, recommend, and prototype enterprise-wide standards, guidelines, and best practices for data collection, management, and analysis for government approval and implementation.
  • Participate in forums with the Joint Staff, Interagency partners, the Intelligence Community, and international partners to provide technical SME support. Assist government personnel by identifying data-sharing opportunities, drafting technical requirements for data-sharing agreements, and facilitating analytical consensus among stakeholders.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

Possess an advanced degree (Ph.D. highly preferred) in Data Science, Computer Science, Statistics, Applied Mathematics, or a closely related quantitative field from an accredited university.

REQUIRED SKILLS AND EXPERIENCE:

  • Demonstrated mastery of advanced statistical, mathematical, and machine learning theories and their practical application to serve as a technical SME in evaluating large-scale program effectiveness.
  • Expert-level skill in designing and implementing the full data science lifecycle, including mastery of programming languages (e.g., Python, R), database query languages (e.g., SQL), and data visualization tools (e.g., Tableau, Power BI).
  • Proven ability to facilitate interdisciplinary technical working groups and assist government leaders in building consensus among senior personnel from diverse organizations on complex and sensitive data-related issues.
  • Expert knowledge of DoW strategic guidance, policy, and authorities related to Counternarcotics (CN), Counter-Transnational Organized Crime (CTOC), and security cooperation programs.
  • Proven capability operating efficiently within secure DoW or Intelligence Community data environments, with a strong understanding of data governance, security protocols, and ethical AI implementation.
  • Possess ten (10) years' experience providing services to senior general/flag officer ranks and/or SES levels within the DOW, other government agencies, or industry corporate equivalents, and will be expected to perform at the level of a mid-range GS-15 equivalent.
  • Be able to operate independently, proactively manage requirements, and require minimal government direction to achieve desired outcomes
  • Demonstrate prior experience and capabilities for the successful execution of tasks associated with specific duty positions/focus areas (e.g., legislative, budget, etc.).
  • Exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoW and other USG staff in the performance of all duties, tasks and services.
  • Must be willing to sign a Non-Disclosure Agreement.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a naturalized U.S. Citizen.
  • Must have an active Top Secret/SCI clearance.
