Job description

GovCIO is seeking a Journeyman Systems Engineer to support a critical government computer system for the U.S. Coast Guard (USCG) Data & AI Integration Team. This role is primarily responsible for building, sustaining, and configuring shared data platforms, geospatial services, and API frameworks within the Data & AI Governance framework. This position will be located in Kearneysville, WV, and will be a hybrid position.
Responsibilities
As a Journeyman Systems Engineer, you will serve as a core technical resource for deploying centralized, secure, and reusable data services that empower Product Teams to build interoperable applications. You will support infrastructure optimization to accelerate modernization and reduce technical debt. Key responsibilities include:
  • Build, sustain, and optimize shared data platforms, infrastructure baselines, and analytical environments to support AI/ML and data science tools.
  • Configure and manage enterprise API frameworks and geospatial services (GIS) to enable seamless data integration and communication across domains.
  • Implement and maintain robust infrastructure data pipelines and automated workflows to transform raw data into operational intelligence.
  • Enforce data governance protocols, system access controls, and infrastructure-level security requirements across all analytical services.
  • Troubleshoot, isolate, and resolve system failures, platform bottlenecks, and configuration anomalies within the shared data infrastructure.
  • Ensure all deployed data platforms and automated workflows strictly comply with federal security standards, government baselines, and DISA STIGs.
  • Collaborate with development teams, product owners, and data scientists to ensure infrastructure remains scalable, secure, and data-driven.
  • Create and maintain comprehensive documentation for system architectures, platform configurations, and operational standard operating procedures.

Qualifications
High School with 6 - 9 years (or commensurate experience)
Required Skills & Experience
  • DoD 8570 IAT Level II certification (Security+ CE, CySA+, CCNA Security).
  • Systems engineering experience focused on database infrastructure, data platforms, or enterprise software systems.
  • Proven experience implementing or maintaining big data systems, automated ETL/ELT pipelines, or enterprise API connections.
  • Comprehensive operational understanding of system lifecycle management, infrastructure engineering, and configuration management baselines.
  • Strong experience diagnosing platform performance issues, fine-tuning system configurations, and maintaining technical baselines.
  • Proficiency tracking engineering tasks and system configuration dependencies using enterprise tools (such as Jira, Azure DevOps, or ServiceNow).
  • Strong foundational understanding of diverse IT domains including enterprise virtualization, operating systems (Linux/Windows), cloud storage, and network boundaries.

Clearance Required: Active Secret Clearance
Preferred Skills & Experience
  • Experience supporting U.S. Coast Guard, Department of Homeland Security (DHS), or federal maritime data initiatives.
  • Familiarity with USCG Force Design 2028 goals, PEO C5I environments, or shared data governance systems.
  • Relevant technical certifications preferred (e.g., CompTIA Linux+, AWS/Azure Administrator Associate, or entry-level Database/Data Engineering credentials).
  • Understanding of containerization concepts (Docker, Kubernetes) and managing containerized workloads or analytical environments.
  • Familiarity with infrastructure as code (IaC) or automation scripting (such as Python, Bash, or PowerShell) to manage data system infrastructure.
