Banner Quality Management Inc. (BQMI) is seeking a Project Manager specializing in Data Management and Artificial Intelligence (AI) to provide remote project management support for the NASA Safety Center in support of the NASA Safety and Mission Assurance (SMA) Engineering and Technical Services (SETS) contract.  The right candidate will join the SETS team to provide comprehensive programmatic, strategic, and technical support to the NASA Safety Center (NSC) and SMA teams. The role spans policy development, governance, data/AI strategy execution, workforce training, and multi-center coordination to advance NASA's Data Strategy and AI maturity within the NSC and SMA.

Essential Duties & Responsibilities:

  • Policy, Governance, and Compliance - Lead development, coordination, and implementation of data and AI policies, including governance standards, metadata and classification frameworks, interoperability models, and compliance enforcement mechanisms. Conduct policy gap assessments, manage exception processes, monitor compliance, and support consensus-building among NSC and SMA teams across NASA centers and external partners.
  • AI and Data Risk Management - Develop and maintain AI risk assessment methodologies aligned with NIST AI RMF, including bias testing, safety validation, and ongoing performance monitoring for deployed models. Identify risks, create risk statements, mitigation plans, and impact analyses.
  • Strategic Planning and Inter-Organizational Coordination - Facilitate inter-organizational planning and coordination to meet federal requirements and support NASA's Data Strategy, Data Action Plan goals, and enterprise milestones. Provide project and program management support aligned with IT, data, and AI domain knowledge, applying cost/schedule/performance metrics.
  • Training and Workforce Development - Develop and coordinate training materials, briefings, and workforce development strategies to improve NSC and SMA proficiency in AI and data competencies. Assess workforce skill gaps and produce tailored curricula and career progression maps for data/AI roles.
  • Data Management and Technical Architecture - Implement enterprise-level data management practices such as ontologies, taxonomies, knowledge graphs, metadata standards, and interoperability frameworks. Promote responsible, ethical, secure, and transparent adoption of AI capabilities.
  • Stakeholder Engagement and Working Groups - Support NASA-wide boards, working groups, and governance bodies working on Agency-wide AI implementation.
  • General Support Services - Provide strategic advisory, content development, governance support, communications coordination, and continuous service improvement across NSC and SMA initiatives.
  • Infrequent travel may be required.

 
Essential Skills:

  • Able to provide expert strategic vision and management services informed by industry best practices to guide efficient and effective data management and AI adoption.
  • Knowledge of AI and data governance and risk frameworks.
  • Ability to provide IT clarification as it relates to AI.

Experience/Education:

  • Bachelor's or Master's degree in Data Science, Information Management, Business Administration, or a related field (PhD preferred for senior levels)
  • Minimum of eight (8) years of project management experience.
  • Minimum of six (6) years of experience in data governance, data management, or a related field, preferably within a federal or large organizational setting.
  • Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), SharePoint, and Box.

Remote, hybrid, and onsite positions, the employee bears travel costs to the nearest NASA Center for badging and the issuance of NASA IT equipment.

For a Remote or Hybrid position, the employee must have a reliable internet connection and be able to VPN into the NASA network to conduct work.
