Job description

Description Under direct supervision, the Data Processing Analyst provides support for a variety of Management Information System (MIS) operations, including, terminal processes for major Enterprise Resource Planning System (ERP), STATS operations, and provides functional support to end-users within the data processing environment. Considerable judgment is exercised for the completion of processes, such as disbursements of A/P and payroll checks. Work is primarily assigned through MIS operations schedule, and/or the Helpdesk, and is reviewed through the end product and desired results by the Operations Supervisor.

Duties and Responsibilities DUTIES (NOT ALL INCLUSIVE) Processes payroll, accounts payable, income tax refunds, and other checks and ACH payments as required, per the division's schedule. Processes ACH payment data and submits to respective banking institution, or Treasury Division, as necessary. Processes data intended for interfacing with ERP for transaction processing (import and export of electronic data), such as (but not limited to) payroll direct deposits, payroll deductions, A/P direct deposits, tax refunds direct deposits, employee social security wage reports, as requested by end-users, both internal and external.

Generates reports, hardcopy or electronic formatted, as a result of check runs, and other ERP/STATS terminal processing. Assists with developing and implementing document processing workflows/business rules to accommodate end-user (department & agency) requests. Maintains logs of operational tasks, and program defects and provides logs for management review; software to keep track of incoming work requests, and update the Helpdesk system with status/resolution of open ticket items.

Records functional errors and program defects and consults with technical staff or external support for resolutions. Reviews, updates and maintains operational/procedural manuals to keep pace with evolving MIS operations. Works with end-users (and software providers, as necessary) to resolve user issues regarding data input, inquiries and reports processing in the ERP, STATS, (and legacy FMS environment); Provides end-users with functional solutions, techniques and tips for ERP/FMS processing; Performs liaison work on behalf of supervisor with others; Performs other related duties as required.

Minimum Qualifications Graduation from a four (4) year accredited college or university with major course work in political science, public or business administration, or a MIS related field; OR An Associates degree with course work in political science, public or business administration, or a MIS related field, and two (2) year related work experience. OR High School diploma or its equivalency supplemented with four (4) years of progressive experience in MIS data processing operations; and familiarity with the ERP end-users processes, as well as ERP administrative services. Position Factors FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION Knowledge of MIS policies and practices.

Knowledge of terminal ERP processes, including payroll processing, accounts payable checks processing, (legacy DILOG processing). Knowledge of error detecting techniques, and equipment malfunction to prevent sever disability to data processing operations. Knowledge of desktop applications such as Micro Soft Office Suite.

Knowledge of ERP document workflow processing. Knowledge of a variety of end-user ERP processes. Ability to resolve to data processing issues.

Ability to follow and interpret data processing instructions and exercise sound judgment as it related to special/restrictive processing. Ability to operate PC computer, data processing equipment and peripheral devices; Ability to interface internal/external data to the ERP/FMS systems. Ability to communicate effectively with others staff members as well as the user community.

Ability to type and document end-users inquiry, as well as the resolution for future reference. Ability to work cohesively with others to achieve desired results. FACTOR 2- SUPERVISORY CONTROLS Work is assigned by the supervisor of the section.

Employee is expected to exercise on-going initiative and ensures that all data is being processed. In addition, the employee collaborates with various programs and personnel as authorized by the supervisor of the section. FACTOR 3- GUIDELINES Guidelines are contained in the department manual protocol and local program data reporting procedures.

Other guidelines are set by the department and the Virgin Islands Code. FACTOR 4- COMPLEXITY This is complex data reporting work, which requires saturation in the guidelines and data validation protocol. Data entry, programming, test and validation are part of the continuum of complexity.

FACTOR 5- SCOPR AND EFFECT This position is to provide data on program participants to the government via the specific program reporting system. This is a critical position with the potential to impact the territory's performance and funding for management review. FACTOR 6- PERSONAL CONTACTS The employee is required to make telephone, fax, e-mail, File Transfer Protocol (FTP) and other web contacts with designated personnel.

The employee also attends meetings. FACTOR 7- PURPOSE OF CONTACTS The contacts are for data testing, transmission validation, troubleshooting and conferencing. FACTOR 8- PHYSICAL DEMANDS Work is mostly sedentary and requires a high degree of visual concentration and dexterity of the hands and fingers.

FACTOR 9- WORK ENVIRONMENT The work is carried out in an office setting, with appropriate lighting, air condition and desk.
