Job description

MAJOR FUNCTION:

Professional, technical, and administrative work responsible for planning, developing, implementing, and managing the division's technology systems, data infrastructure, and innovation initiatives. This position oversees Geographic Information Systems (GIS), enterprise database management, asset inventory systems, Microsoft-based data solutions, and emerging technologies supporting Parks and Natural Resources operations, including parks, environmental lands, mosquito control, water resources, and cultural/historic assets.
Work includes advancing data-driven decision-making through modern tools, improving operational efficiency through automation and integration, and implementing innovative technologies such as smart sensors, aerial mapping, and real-time monitoring systems.

ILLUSTRATIVE DUTIES:

    Manages and maintains the division's GIS database, spatial data layers, and enterprise mapping applications.
    Administers and enhances the Parks & Natural Resources data viewer, dashboards, and reporting tools for internal and public-facing use.
    Designs, develops, and maintains robust relational databases to support operations, asset management, environmental monitoring, and regulatory compliance.
    Establishes database standards, governance protocols, and data integrity controls to ensure accuracy, consistency, and accessibility across systems.
    Leads development and implementation of asset inventory and lifecycle management systems for parks, facilities, conservation lands, and infrastructure.
    Creates interactive dashboards and business intelligence tools using Power BI to support executive decision-making, performance tracking, and public transparency.
    Supports field data collection through mobile applications, including custom Power Apps and GIS-enabled tools.

Evaluates, recommends, and implements emerging technologies such as:


o    Smart water flow meters, water level recorders and environmental sensors for monitoring irrigation, weather stations, stormwater, and natural systems
o    Drone and Unmanned Aerial Systems (UAS) for mapping, inspections, and land management
o    Aerial imagery, LiDAR, and remote sensing technologies for conservation and planning efforts.


    Oversee drone program support including data processing, mapping outputs, and coordination with regulatory requirements.
    Develop data models and analytics to support planning, capital improvement projects, maintenance optimization, and resource management.
    Provides technical support and training to staff on GIS, databases, Microsoft tools, and emerging technologies.
    Collaborates with County IT, vendors, and consultants on system integrations, cloud solutions, and infrastructure improvements.
    Supports grant applications, compliance reporting, and environmental documentation through data analysis and visualization.
    Establishes policies and procedures for technology use, data governance, and innovation implementation.
    Assists with long-range strategic planning for technology systems aligned with population growth, environmental stewardship, and operational demands.
    Supervise technical staff, consultants, or interns assigned.
    Performs related duties as required.

KNOWLEDGE, ABILITIES, AND SKILLS:

Knowledge of:

    Advanced GIS principles, spatial analysis, and ESRI/ArcGIS platforms
    Database design, administration, and management (SQL, relational databases, cloud-based systems)
    Microsoft 365 ecosystem including SharePoint, Teams, Power Apps, Power Automate, and Power BI
    Drone/UAS operations, aerial mapping, Pix4D software, and remote sensing technologies
    Data visualization, business intelligence, and performance analytics

Ability to:

    Design and manage complex database systems and enterprise data environments
    Lead innovative initiatives and implement emerging technologies
    Communicate technical concepts effectively to diverse audiences
    Develop and enforce data governance and technology standards
    Manage multiple projects and priorities in a fast-paced environment
    Establish and maintain effective working relationships with staff, leadership, vendors, and regulatory agencies

MINIMUM QUALIFICATIONS:

    Bachelor's degree from an accredited college or university in Geographic Information Systems, Information Technology, Computer Science, Data Science, Engineering, Environmental Science, Parks and Recreation Management or a related field; and
    Five (5) years of progressively responsible experience in GIS, database management, asset inventory and tracking, enterprise systems, or technology solutions, including at least two (2) years in project management or supervisory capacity or
    An equivalent combination of education, training, and experience that provides the required knowledge, abilities, and skills.


SPECIAL REQUIREMENT:

    You must possess a valid Florida Driver's License at time of hire.
    Ability to obtain and maintain FAA Part 107 Remote Pilot Certification (drone operator) within two (2) years of start date.
    Ability to work occasionally evenings or weekends as required.


All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.
