SUMMARY

The Data Manager develops and maintains data management frameworks, oversees database and data repository integrity, supports data governance initiatives, and ensures compliance with applicable contractual, regulatory, security, and organizational requirements. Manages data processes across multiple systems and sources, identifies opportunities to improve data quality and usability, and leads teams or initiatives that support enterprise data reliability and value. Demonstrates strong leadership, communication, stakeholder engagement, and problem-solving skills.

ESSENTIAL REQUIREMENTS

The ability to obtain, maintain, and access classified information at the DoD Secret level, which requires U.S. Citizenship.

Experience should include data management, data governance, database administration, data quality management, data operations, business intelligence, information management, or related technical and analytical functions.

A strong background in Data Science, Economics, Epidemiology, Public Health, or a related data-intensive field.

Demonstrated expertise in writing, executing, and optimizing code inSASandSQLfor data extraction and manipulation. Proficiency in usingAmazon Web Services (AWS)cloud computing systems and services for data retrieval, storage, and management.

Prior experience working with large-scale medical records and/or data from theMilitary Health System (MHS) Data Repositoryis highly desired and considered a significant plus.

Experience with SPHERE environment is preferred.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned.

Leads enterprise data management activities, including data governance, data quality, data lifecycle management, metadata management, and data stewardship practices.

Develops, implements, and maintains data management strategies, policies, standards, procedures, and best practices to support organizational and customer objectives.

Oversees the collection, organization, storage, validation, protection, and accessibility of data across multiple systems, databases, and reporting environments.

Partners with executive leadership, program managers, technical teams, analysts, and stakeholders to ensure data assets support strategic planning, operational performance, reporting, and decision-making needs.

Establishes and monitors data quality controls, including accuracy, completeness, consistency, timeliness, and integrity across enterprise data sources.

Leads efforts to identify, troubleshoot, and resolve complex data issues, including data discrepancies, integration challenges, system inconsistencies, and process gaps.

Manages database and data repository structures in coordination with technical teams to ensure reliable performance, scalability, security, and usability.

Supports data governance boards, working groups, or stakeholder forums by providing subject matter expertise and recommendations related to data standards, ownership, access, and usage.

Ensures data handling practices comply with applicable contract requirements, security controls, privacy expectations, and organizational procedures.

Oversees data documentation, including data dictionaries, metadata repositories, data lineage, business rules, and standard operating procedures.

Evaluates and implements tools, technologies, and process improvements to enhance data management, automation, reporting readiness, and operational efficiency.

Leads data migration, integration, cleansing, and transformation efforts to support system implementations, modernization projects, and enterprise initiatives.

Provides leadership, coaching, and performance guidance to data management staff, analysts, or cross-functional project teams.

Collaborates with cybersecurity, IT, compliance, and business stakeholders to ensure appropriate data access controls, retention practices, and risk mitigation measures are in place.

Prepares briefings, reports, recommendations, and status updates for senior management regarding data management performance, risks, initiatives, and improvements.

EDUCATION AND EXPERIENCE

Bachelor's degree and a minimum offive(5) years relevant experience, or equivalent combination of education/experience.

A strong background in Data Science, Economics, Epidemiology, Public Health, or a related data-intensive field.At least five years of experience in writing, executing, and optimizing code inSASandSQLfor data extraction and manipulation for data retrieval, storage, and management. Prior experience working with large-scale medical records and/or data from theMilitary Health System (MHS) Data Repositoryis highly desired and considered a significant plus.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handleobjectsandoperatetools, computer, and/or controls. Required to speak and hear. Occasionally required to stand,walkand stoop, kneel, crouch, or crawl. Mustfrequentlylift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $119K to $140K, with the final offer contingent on location, skillset, and experience.
