Job description


As required by our governmental client, this position requires being a US Citizen AND an active Secret clearance or the ability to obtain a Secret clearance to be considered.
The Data Management & Implementation Specialist will support the Armed Forces Health Surveillance Division (AFHSD) Global Emerging Infections Surveillance (GEIS) Branch in coordinating public health infectious disease surveillance data collection, management, analysis, and visualization activities across the Department of Defense (DoD). This position will contribute to efforts focused on early detection, prevention, and response to infectious disease threats of military relevance. The ideal candidate will have strong public health data science, data management, epidemiology, and analytical skills, along with experience supporting U.S. government clients, particularly the Department of Defense.

Data Management & Implementation Specialist Responsibilities Include:
Collaborate with cross-functional teams to generate and translate curated data insights into strategic actions by embedding analytical findings into core business processes and decision-making functions.
Support the GEIS Program Office with public health surveillance data standardization efforts across four disparate Focus Areas and initiatives.
Apply data science and epidemiologic principles and techniques to analyze data from various sources and public health topic areas.
Serve as a liaison and subject matter expert between the GEIS Program Office and the Chief Digital and Artificial Intelligence Office to accelerate data integration efforts.
Support implementation of the DHIS2 platform across the GEIS Network of laboratory partners.
Work with GEIS partners to establish minimum data element requirements and infrastructure for new data streams.
Automate data download pipelines from DHIS2 to support data aggregation and downstream analyses.
Develop project plans for each data ingestion stream, detailing tasks and milestones required for timely implementation of DHIS2 instances.
Educate clients on the use of DHIS2 and customized system features.
Work with BAO Systems DHIS2 experts to provide technical support for DHIS2 software management, maintenance, monitoring, supportive supervision, timely feedback, troubleshooting, and on-the-job training.
Assist in coordinating responses to Requests for Information (RFIs), including providing relevant data to GEIS staff for analysis.
Communicate with GEIS partner organizations in the U.S. and overseas to understand their data collection, management, analysis, and reporting processes.
Support the development of routine surveillance reports, publications, presentations, talking points, and timely information products based on GEIS-funded surveillance activities.
Provide data-driven information products and analytical support to DoD leaders and other stakeholders in support of Force Health Protection (FHP).
Provide programmatic support to the GEIS Program Manager, including reviewing and revising documents, reports, and other deliverables.
Perform other job-related duties as assigned.
Data Management & Implementation Specialist Experience, Education, Skills, Abilities Requested:
Bachelor's or Master's degree in Epidemiology, Information Science, Health Science, or a related field, with a minimum of 2 years of practical experience in data management, data science, and/or data analysis.
Professional, Associate, and Specialty AWS Certifications may also be considered.
Proficiency in programming and data analysis languages, particularly R and SQL.
At least 1 year of experience developing Tableau dashboards.
Demonstrated ability to communicate complex data, analytical findings, and technical systems clearly and concisely to non-subject matter experts.
Proven experience training external clients on the implementation and use of new software systems.
Demonstrated experience supporting Federal clients, particularly the Department of Defense.
Ability to quickly learn and adapt to new software systems, technologies, and data platforms.
Preferred knowledge of DHIS2, MAVEN Smart Systems, or the DoD War Data Platform.
Preferred experience with Artificial Intelligence/Machine Learning (AI/ML), including development of Large Language Models (LLMs).
Active Secret clearance preferred; applicants selected for positions requiring clearance will be subject to a U.S. Government security investigation and must meet eligibility requirements for a Secret clearance.
Knowledge of Amazon Redshift and Amazon S3 environments is a plus.
Strong written and verbal communication skills.
Strong analytical, organizational, and problem-solving abilities.
Ability to collaborate effectively with diverse, multicultural, and multidisciplinary teams.
Action-oriented approach with a demonstrated commitment to producing quality results and achieving project outcomes.
Ability to receive and apply constructive feedback and seek guidance when appropriate.
Must pass pre-employment qualifications of Cherokee Federal.
