Job Description:
Millennial Software is seeking a Product Owner to join our team. You will define, prioritize, and manage product vision and development backlogs for software capabilities supporting Object-Based Intelligence (OBI) mission requirements, enterprise ontologies, knowledge graphs, and semantic data integration. Our ideal candidate is an experienced Product Owner or similar professional who can translate mission priorities into clear product requirements and effectively guide Agile development teams toward successful delivery.
You will serve as a key liaison between Government stakeholders, end users, and technical teams to ensure product capabilities align with operational objectives. This role will work closely with software developers, ontology engineers, data engineers, database engineers, UX designers, and other stakeholders to prioritize features, refine requirements, and deliver secure, scalable, and mission-focused solutions.
This position allows for a hybrid work option with three days in office and up to two days remote each week, as business needs permit.
Essential Functions:
  • Develop and communicate product vision, roadmaps, and release strategies aligned with mission objectives.
  • Own and manage the product backlog, including defining, refining, and prioritizing user stories, features, and acceptance criteria.
  • Collaborate with Government stakeholders, mission users, analysts, and technical teams to gather and refine functional and non-functional requirements.
  • Translate mission and business needs into actionable user stories and epics that support iterative Agile development.
  • Prioritize product features and technical enhancements based on mission value, operational impact, risk, and available resources.
  • Participate in Agile ceremonies, including sprint planning, backlog refinement, sprint reviews, and retrospectives, providing direction and clarification to development teams.
  • Review completed work and validate acceptance criteria to ensure delivered capabilities meet mission and quality expectations.
  • Coordinate with technical teams to ensure semantic data models, knowledge graph capabilities, and enterprise integrations support product objectives.
  • Monitor product performance and gather user feedback to identify opportunities for enhancements and improved operational effectiveness.
  • Maintain product documentation, release plans, feature roadmaps, and stakeholder communications throughout the product lifecycle.
  • Support user acceptance testing, operational demonstrations, and deployment planning for new and enhanced capabilities.
  • Facilitate collaboration, product alignment, and knowledge transfer among Government stakeholders and project team members.

Requirements
Required Qualifications:
  • Must be a U.S. Citizen
  • Active TS/SCI clearance
  • Must be able to successfully obtain and maintain a CI Polygraph
  • Must be willing to work on-site a minimum of 3 days a week, with 2 days of remote flexibility; depending on business needs
  • 15+ years of relevant experience with a Bachelor's Degree or 10+ years of relevant experience with a Graduate Degree
  • Demonstrated experience as a Product Owner, Product Manager, Business Analyst, or similar role supporting Agile software development
  • Experience managing product backlogs, defining user stories, and prioritizing work in Agile development environments
  • Experience collaborating with cross-functional technical teams, including software developers, data engineers, architects, and other stakeholders
  • Experience translating complex mission or business requirements into actionable development tasks
  • Familiarity with Agile frameworks such as Scrum, Kanban, or SAFe
  • Experience using Agile lifecycle management tools such as Jira, Azure DevOps, or equivalent
  • Excellent written and verbal communication skills with the ability to work effectively with technical and non-technical stakeholders

Nice to have:
  • Experience supporting Object-Based Intelligence, Intelligence Community, or Department of Defense mission systems
  • Familiarity with enterprise ontologies, knowledge graphs, Semantic Web technologies, or data-centric mission applications
  • Experience managing products involving AI/ML, advanced analytics, data integration, or knowledge management capabilities
  • Experience with Human-Centered Design, UX principles, and user research methodologies
  • Relevant Agile product management certifications, such as CSPO, PSPO, SAFe POPM, PMI-PBA, or equivalent
  • Experience supporting DevSecOps environments, continuous delivery, and iterative software releases
  • Experience facilitating collaboration and consensus among Government stakeholders, technical teams, and operational users in complex mission environments
