Job description

Overview

Manager II will oversee and lead data engineering initiatives within the Enterprise Data Governance program. This program's objective is to enable a unified and high-quality data environment in the Azure Cloud that continuously innovates to enhance decision-making for members and employees. Key responsibilities include maturing the Data Catalog solution, advancing Data Quality capabilities, and streamlining Data Access Management.


This role requires proven people-management experience, including leading direct reports and driving employee engagement. The role is responsible for budget planning and management, as well as building strong relationships with diverse business stakeholders through a confident leadership presence to deliver large-scale data initiatives. The role also promotes the culture of the Data Center of Excellence (CoE), and delivers AI-driven, scalable data governance solutions.

Responsibilities

  • Partner with business stakeholders to develop and maintain the strategic vision and technology product roadmap for Enterprise Data Governance.
  • Collaborate with technology vendors (e.g., Alation, Ataccama, OneTrust, Microsoft, Databricks) to drive business outcomes in Data Catalog, Data Quality, and Data Access Management.
  • Establish an Enterprise Data Governance strategic solution that scales across large user populations and stakeholder groups.
  • Lead efforts to mature the Data Catalog solution to provide a unified view of metadata and lineage for enterprise data assets, facilitating discovery and collaboration for data stewards.
  • Advance Data Quality solutions and enable AI features to improve Data Quality maturity scores.
  • Streamline and govern Data Access Management for Azure Cloud.
  • Collaborate with Enterprise Architecture to develop and implement architecture and design that address challenges and enhance capabilities, including AI in data governance.
  • Collaborate with Data Modelers to drive efficient, scalable data store designs in Azure that ensure data quality, integrity, and security.
  • Collaborate with Data Test Leads to drive AI enabled testing solutions that automate tasks and enhance defect detection for quality outcomes.
  • Integrate AI into the delivery lifecycle to automate tasks, drive innovation, and enhance governance results.
  • Drive the evolution of Data Center of Excellence (CoE) practices by implementing best practices and guardrails in data design, development, validation, and deployment across initiatives.
  • Build and manage a team to engineer Enterprise Data Governance capabilities using scaled Agile delivery and PI Planning.
  • Plan, develop, and manage budgets for initiatives, ensuring effective resource utilization and alignment with organizational goals.

Qualifications

  • Bachelor's degree in Computer Science or related field, or an equivalent combination of education, training, and experience.
  • Significant experience with solutions for: Data Catalog (Alation or similar), Data Quality (Ataccama or similar), Data Modeling (Hackolade or similar), Data Testing (GenRocket or similar), Data Access Management (Microsoft Entra ID, Unity Catalog, or similar), and Consent Management (OneTrust or similar).
  • Significant experience working on cloud data services, including Azure Data Lake, Synapse Analytics, Databricks, Azure Data Factory, and Microsoft Foundry.
  • Experience with Python, SQL, and Spark for big data analytics.
  • Experience leading a Data Center of Excellence (CoE) to define/enforce standards for data deliverables, optimize data processes, ensure security compliance, and drive value metrics for leadership.
  • Experience in vendor management and creating effective statements of work (SOWs) to optimize costs and ensure quality deliverables.
  • Experience with budget planning and management, including tracking monthly actual spend and forecasting.
  • Experience overseeing direct report employees, supporting their career development, handling performance management, and driving employee engagement.
  • Excellent problem-solving and analytical skills, with ability to translate business requirements into technical solutions.
  • Strong written and verbal communication skills, with ability to engage, collaborate, and influence across business units and levels.
  • Experience leading Agile teams to productionize capabilities at scale, ensuring high availability and performance in Azure (or similar cloud).
  • Demonstrated ability to lead and manage cross-functional teams in a dynamic environment.

Desired Qualifications

  • Experience with Master Data Management (Reltio or similar) and Reference Data Management (Ataccama or similar) tools.
  • Experience managing DevOps and CI/CD pipelines.
  • Knowledge of banking/financial industry trends, products, and services.
