Job description

Meta is seeking an experienced Technical Program Manager to lead infrastructure-focused data governance across planning, supply chain, data center, and networking organizations. This role will help define how critical infrastructure data is governed end to end so teams can make high-quality decisions, operate efficiently, and execute reliably at Meta scale.In this role, you will define and drive technical programs that establish governance processes, ownership models, standards, controls, data-quality mechanisms, reporting cadences, and adoption plans across infrastructure teams. You will translate ambiguous governance needs into clear technical requirements, operating models, roadmaps, milestones, and measurable outcomes. You will work closely with infrastructure engineering, planning, supply chain, data center, networking, data science, analytics, finance, operations, and business stakeholders to ensure governance processes are consistently implemented and followed.This is a senior individual-contributor TPM role. The right candidate will bring deep data governance experience, strong technical judgment, structured program leadership, crisp written and verbal communication, and the ability to influence senior leaders across multiple infrastructure organizations without relying on authority. The role requires someone who can operate in ambiguity, simplify complex cross-team dependencies, and drive durable governance programs from strategy through execution, adoption, and ongoing compliance with internal process expectations.
Technical Program Manager, Infrastructure Data Governance Responsibilities:
  • Define and lead large-scale technical programs that establish and improve data governance across infrastructure planning, supply chain, data center, and networking teams.
  • Set the end-to-end governance process for critical infrastructure data, including intake, ownership, definitions, quality expectations, review cadences, decision rights, escalation paths, change management, compliance monitoring, and continuous improvement.
  • Partner with infrastructure engineering, planning, supply chain, data center, networking, data science, analytics, finance, operations, and business stakeholders to translate governance objectives into technical requirements, milestones, ownership models, and execution plans.
  • Establish durable operating mechanisms that clarify data ownership, stewardship responsibilities, data definitions, source-of-truth expectations, approval flows, audit trails, exception handling, and accountability across teams.
  • Drive cross-team adoption of governance standards and work with partner teams to ensure compliance with agreed internal processes, quality bars, and operating rhythms.
  • Build mechanisms for data quality, completeness, consistency, lineage, change control, access expectations, metric definitions, reporting, control health, and issue remediation, as applicable to the infrastructure data domain.
  • Identify technical dependencies, risks, sequencing constraints, rollout criteria, adoption blockers, and measurable success indicators across multiple infrastructure organizations.
  • Use data, system understanding, and operational context to identify governance gaps, prioritize investments, and influence roadmaps across partner teams.
  • Communicate program strategy, status, risks, decisions, compliance health, and impact clearly to technical teams, cross-functional partners, and executive stakeholders.
  • Create and maintain high-quality TPM artifacts, including governance charters, technical program plans, cross-org roadmaps, RACI or ownership models, dependency trackers, risk and mitigation plans, rollout plans, compliance dashboards, and executive updates.
  • Improve how Meta executes infrastructure data governance by simplifying processes, scaling repeatable patterns, and mentoring TPMs and cross-functional partners on effective program execution.

Minimum Qualifications:
  • B.S. in Computer Science, a related technical discipline, or equivalent experience
  • 12+ years of experience in software engineering, systems engineering, hardware engineering, technical product management, technical program management, data governance, data management, or related technical program leadership
  • Experience leading data governance or data management programs, including establishing end-to-end governance processes, ownership models, standards, controls, adoption mechanisms, and compliance tracking
  • Experience delivering technical programs or products from inception to launch across multiple teams or organizations
  • Experience gathering requirements, defining scope, managing dependencies, and driving execution in ambiguous technical environments
  • Experience communicating and translating technical and non-technical requirements for cross-functional stakeholders
  • Experience describing complex systems, technical tradeoffs, program risks, governance decisions, and execution plans clearly in written and verbal formats
  • Experience tracking industry or market trends and using that context to assess technology, data, product, or program strategy
  • Experience working with technical management teams to develop systems, solutions, platforms, data products, or operating mechanisms
  • Analytical, organizational, coordination, and problem-solving experience with large-scale systems or complex operational data environments
  • Experience building effective working relationships across multi-disciplinary teams and stakeholders in different locations or time zones

  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
