Homeless Services Manager - Emergency Shelter & Housing Services
Location: Santa Barbara County, CA
Status: Full-Time, Exempt
Salary: $75,920 - $80,000 annually
Schedule: Monday-Friday 8:30 a.m. - 5:00 p.m.
Department: Emergency Services
Reports to: Senior Director
Mercy House is seeking a and mission-driven Regional Manager to oversee emergency shelter and housing services programs in Santa Barbara County. This leadership role is responsible for program performance, staff supervision, community partnerships, and ensuring trauma-informed services for individuals experiencing homelessness.
The Regional Manager serves as the primary local representative of Mercy House, collaborating with funders, community stakeholders, and partner agencies to ensure effective service delivery and program growth.
This is an excellent opportunity for a nonprofit leader with experience in homeless services, shelter operations, housing navigation, or community-based programs who is passionate about creating housing-focused solutions.
Shelter & Program Management (35%)
  • Oversee daily shelter operations and guest services using trauma-informed, housing-focused best practices
  • Ensure compliance with agency policies, funding requirements, and regulatory standards
  • Maintain accurate bed rosters and documentation (HMIS or similar systems preferred)
  • Coordinate housing navigation and service delivery with internal teams
  • Prepare for audits, monitoring visits, and funder reviews
  • Manage program budgets and track expenditures in partnership with Finance
  • Submit vendor invoices and maintain fiscal accountability
  • Facilitate Resident Advisory Council meetings and partnership meetings
  • Oversee donations, facility maintenance coordination, and site safety protocols
  • Develop new partnerships to strengthen service delivery

Community Relations & Program Growth (30%)
  • Serve as Mercy House's primary representative in Santa Barbara County
  • Build and maintain strong relationships with community partners, neighbors, funders, and stakeholders
  • Attend community meetings and identify growth opportunities
  • Research and support implementation of new programs
  • Respond to community concerns professionally and in alignment with agency values

Staff Leadership & Supervision (25%)
  • Supervise and support Shelter and Housing Navigation staff
  • Lead hiring, onboarding, training, and performance management in partnership with HR
  • Conduct regular 1:1 meetings, mid-year, and annual performance reviews
  • Ensure compliance with documentation and data collection standards
  • Promote professional development and team accountability

Additional Responsibilities (10%)
  • Monitor program outcomes and ensure contractual performance metrics are met
  • Support continuous quality improvement initiatives
  • Supervise volunteers as needed
  • Participate in staff meetings, trainings, and leadership initiatives
  • Complete special projects as assigned

Required
  • Minimum 3 years of management or supervisory experience in homeless services, social services, nonprofit leadership, shelter operations, or related field required
  • Strong leadership, organizational, and communication skills
  • Experience managing budgets and program performance metrics
  • Proficiency in Microsoft Office (Word, Excel, Outlook)
  • Valid California driver's license, reliable vehicle, and proof of insurance
  • Ability to travel throughout Santa Barbara County

Preferred
  • Bachelor's degree in Social Work, Human Services, Public Administration, or related field
  • Experience working with individuals experiencing homelessness
  • Knowledge of trauma-informed care and housing-focused service models
  • Experience with audits, compliance, and funder reporting

Physical Requirements
  • Ability to lift, push, or pull up to 25 pounds
  • Prolonged periods of sitting and working at a computer
