Overview:
The Security Threat and Response Management (STRM)- NES program is a dedicated collection of self-organizing, high-performing, interdependent, co-located individuals representing diverse functional roles with all the necessary skills to build foundational platform capabilities that application teams leverage.
This program provides stewardship of enterprise-grade application architecture and design within the broader context of holistic software development. It drives architectural alignment, builds cross-team consensus, and leads the exploration of software innovations while enabling engineering excellence across the organization.
About the Role
As a Senior Technical Program Manager (TPM), you will drive the STRM program execution by aligning business priorities, technical strategy, and cross-functional delivery. You will partner closely with engineering, product management, and business stakeholders to deliver scalable, secure, and high-impact platform capabilities.
You will own end-to-end program delivery, ensuring alignment across multiple teams, managing dependencies, mitigating risks, and enabling predictable, high-quality outcomes.
Key Responsibilities
Program Strategy & Planning
* Translate business goals, technology strategy, and security priorities into scalable program roadmaps and execution plans.
* Partner with Product Managers and Architects to align feature roadmaps with long-term platform strategy.
* Decompose complex initiatives into manageable programs, milestones, and deliverables.
* Drive clarity on program scope, success metrics, and measurable outcomes.
* Continuously assess platform gaps and initiate programs to address emerging needs.
* Use data, operational metrics, and customer feedback to refine priorities and guide roadmap evolution.
Execution & Delivery
* Own end-to-end delivery of large, cross-functional technical programs.
* Define program milestones, manage dependencies, and ensure alignment across engineering and partner teams.
* Proactively identify, track, and mitigate risks, issues, and blockers impacting delivery.
* Monitor program health through metrics, dashboards, and regular status reviews.
* Ensure high-quality releases by embedding testability, observability, and operational readiness into delivery processes.
* Drive release readiness, launch coordination, and post-launch monitoring to ensure stability and adoption.
* Investigate anomalies in system or program performance and coordinate resolution with appropriate teams.
Cross-Functional Leadership & Communication
* Collaborate with Product Managers, Architects, Engineering teams, and business stakeholders to align priorities and execution.
* Facilitate cross-team planning, technical reviews, and program governance forums.
* Communicate program status, risks, and trade-offs effectively to both technical and non-technical stakeholders.
* Drive decision-making through structured problem-solving and data-driven insights.
* Ensure alignment across dependent programs and platforms to avoid delivery conflicts.
Operational Excellence
* Establish and improve scalable program management practices, processes, and governance models.
* Drive continuous improvement through retrospectives, feedback loops, and best practice adoption.
* Ensure compliance with security, reliability, and operational standards.
* Promote automation, efficiency, and standardization across program execution.
Growth & Mentorship
* Provide leadership and mentorship to junior TPMs and team members.
* Foster a culture of accountability, collaboration, and continuous learning.
* Build strong internal networks to drive alignment and program success.
* Act as a thought leader in program management and technical execution excellence.
Qualifications
* Significant experience in Technical Program Management, preferably in platform, security, or infrastructure domains.
* Strong understanding of software development lifecycle, distributed systems, APIs, and platform architectures.
* Proven track record of delivering complex, cross-functional technical programs at scale.
* Expertise in managing dependencies, risks, and trade-offs across multiple teams.
* Strong analytical and problem-solving skills with a data-driven approach to decision-making.
* Excellent communication and stakeholder management skills across all organizational levels.
* Experience working in Agile/Scrum and hybrid delivery models.
* Ability to influence without authority and drive alignment in highly matrixed environments.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more.
