Principal Business Analyst – Project Controls

COMPA Industries is searching for qualified candidates for a Principal Business Analyst – Project Controls position supporting Savannah River Nuclear Solutions at the Savannah River Site in Aiken, South Carolina.

Pay: $80–$90/hr
Location: Aiken, SC – Onsite
Schedule: Full-time, 40-hour workweek
Citizenship: U.S. Citizenship Required
Clearance: Must be able to obtain and maintain a DOE "Q" clearance

Mandatory Experience Requirement – Read Before Applying

Candidates must have senior-level project controls experience supporting complex projects or programs.

Primavera P6 and COBRA experience are required. Applicants without demonstrated experience using both systems will not be considered.

About the Role

The Principal Business Analyst – Project Controls will develop, implement, maintain, and manage project-controls, financial-analysis, scheduling, and estimating applications used to support complex projects and programs.

Working under very limited supervision, the selected candidate will provide management with accurate cost, schedule, forecast, and performance information throughout the project lifecycle.

The role requires an experienced professional who can independently analyze project performance, identify emerging risks, explain variance drivers, recommend mitigation plans, and provide technical direction to other project-controls personnel.

Key Responsibilities
  • Develop and maintain cost and schedule baselines, milestone schedules, work breakdown structures, forecasts, resource plans, and spend plans.

  • Develop and maintain logic-driven schedules using Primavera P6.

  • Use COBRA to support cost integration, earned value analysis, forecasting, performance measurement, and reporting.

  • Analyze cost and schedule performance against approved plans and baselines.

  • Identify variance drivers, project risks, funding limitations, and adverse trends.

  • Develop corrective actions, mitigation plans, and recovery strategies.

  • Participate in project cost reviews, schedule reviews, forecast meetings, and management presentations.

  • Develop and implement change-management processes for engineering and construction work scopes.

  • Prepare monthly financial reports, forecasts, spend plans, and project-performance analyses.

  • Perform variance, statistical, scenario, and trend analyses.

  • Support costing-rate development, budgeting, and overhead or service-pool analysis.

  • Maintain applicable financial information in PeopleSoft or comparable systems.

  • Define requirements and develop models for complex business and project-controls systems.

  • Develop test plans and support implementation of system enhancements.

  • Initiate special studies to resolve complex financial, project, and business issues.

  • Translate management direction into practical operating plans.

  • Provide leadership, technical direction, mentoring, and training to project-controls personnel.

  • Review project-controls deliverables for accuracy, completeness, and compliance.

  • Apply Cost Accounting Standards and Federal Acquisition Regulation principles.

Required Education and Experience

Candidates must meet one of the following:

  • Master's degree in business, construction management, engineering, a technical discipline, or related field and five years of practical experience.

  • Bachelor's degree in a related field and seven years of practical experience.

  • Associate degree and 11 years of practical experience.

  • High school diploma and 15 years of relevant experience.

Preferred Qualifications

Preference will be given to candidates with:

  • Previous DOE, NNSA, Savannah River Site, nuclear, weapons-program, or major capital-project experience.

  • Advanced Primavera P6 and COBRA experience.

  • Earned Value Management System experience.

  • Experience with integrated cost and schedule baselines.

  • Experience with baseline change proposals and formal change control.

  • PeopleSoft or Savannah River Site Business systems experience.

  • Experience preparing cost-performance reports, forecasts, and estimate-at-completion projections.

  • Experience leading project cost or schedule review meetings.

  • Experience supporting classified or highly regulated projects.

  • An active DOE "L" or "Q" clearance held within the previous two years.

Work Schedule

A 40-hour workweek is scheduled. SRNS may utilize 5/8, 4/10, or 9/80 schedules.

Overtime may be required to meet project deadlines, reporting requirements, milestones, and other critical deliverables.

This position is expected to be performed onsite at the Savannah River Site.

Travel

Approved travel may be required for Project Controls Summits in Albuquerque, New Mexico, Kansas City, Missouri, or other DOE/NNSA locations.

Travel may involve classified Weapons Programs discussions that must be conducted in person.

All travel must receive advance approval through the applicable procurement and task-order authorization process.

Security Requirements

U.S. Citizenship is required.

The candidate must be able to obtain and maintain a DOE "Q" security clearance and satisfy all applicable badging, background-investigation, facility-clearance, and site-access requirements.

The subcontractor must maintain applicable DOE/NNSA eFOCI registration and facility-level clearance requirements.

Ideal Candidate Profile

The ideal candidate is a senior project-controls professional who can independently manage cost, schedule, forecasting, baseline control, variance analysis, and executive reporting for complex projects.

The strongest candidates will have hands-on Primavera P6 and COBRA experience, advanced analytical skills, and previous experience supporting DOE, NNSA, SRS, nuclear, weapons-program, or large capital-project environments.
