Job description

Class Summary Job Description The Senior Data Analyst will lead advanced analytics for public safety agencies by building reporting solutions, ensuring data reliability, integrating multi-system datasets, supporting performance measurement, and delivering actionable insights to leadership while contributing to geospatial analysis and continuous improvement of data tools and processes. Essential Duties Priority Duty 1: Serves as the primary data analytics resource for public safety agencies, designing and maintaining enterprise-level dashboards, automated reports, and analytical models using Power BI, SQL, and related tools to support operational and strategic decision-making Priority Duty 2: Develops and executes complex data queries, extractions, and transformations across multiple public safety data systems, ensuring data accuracy, consistency, and availability for reporting and performance measurement purposes Priority Duty 3: Collaborates directly with public safety agency leadership and operational staff to identify analytical needs, define KPIs and performance metrics, and translate business requirements into technical data solutions and reporting products Priority Duty 4: Supports GIS/ESRI data analysis and mapping initiatives as a secondary function, contributing to the accuracy and integration of geospatial data within public safety analytics workflows and reporting platforms Designs, develops, and maintains Microsoft Power BI dashboards and paginated reports, including the creation of data models, DAX measures, calculated columns, and Power Query transformations tailored to public safety agency stakeholder requirements Authors and executes complex SQL queries to extract, validate, join, and aggregate data from relational databases supporting CAD, RMS, and other public safety applications for use in reporting and analytical products Monitors data quality and integrity across public safety systems, identifying anomalies, discrepancies, and gaps and implementing corrective actions or escalating issues to appropriate technical staff or vendors Develops and maintains standardized reporting templates, data dictionaries, and analytical methodology documentation to ensure consistency, reproducibility, and knowledge transfer across the division Conducts ad hoc data analysis and custom reporting in response to requests from public safety agency leadership, county administration, and other authorized stakeholders, delivering findings in clear and accessible formats Integrates data from multiple public safety systems and platforms through ETL processes, API connections, or manual workflows to produce unified analytical datasets and cross-system reporting views Supports geospatial data analysis efforts using ESRI ArcGIS tools where applicable, contributing to the incorporation of location-based data into analytics dashboards and performance reports. (GIS experience recommended, not required.) Evaluates and recommends enhancements to existing analytics tools, platforms, and data pipelines, staying current with Power BI, SQL, and data visualization best practices and platform updates Provides technical guidance and support to junior staff, agency analysts, and end users on the use of Power BI dashboards, data exports, and self-service reporting capabilities Participates in system upgrade testing, data migration validation, and new application onboarding activities to ensure analytical continuity and data integrity during technology transitions Other Job Requirements/Information This job is a civilian position in either a public safety department or in Information Technology with close ties to public safety

Due to the sensitive nature of this position, a public safety background which may include motor vehicle & criminal histories, and fingerprinting. This job may require on-call rotation and emergency after hours, weekends, and/or holidays. This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.

Grade The grade for this position is C45(1). Salary will be dependent on education and experience. Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications Bachelor's Degree Computer Science, IT or in a related field AND Five years of progressively responsible, professional level analyst and systems experience in a large scale Information Technology environment An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered. Certifications in ITIL V4 Foundations, Microsoft PL-300, ESRI Certified Associate. Valid Driver's License from state of residency.
