Location: Hybrid Remote - must live in WA state and be able to commute to Seattle, WA once or twice per month

About DESC:

Recognized nationally as an innovator and leader in developing solutions to homelessness, DESC is a social services organization, supportive housing operator, and licensed behavioral health treatment provider focused on meeting the needs of people experiencing long-term homelessness and living with complex behavioral health and other medical conditions. Approximately 3,000 people are actively receiving services from DESC at any given point in time. Our vision is a community where all people are shown compassion, treated with dignity, and everyone has a safe, stable, and affordable place to call home.

DESC operates five shelter/emergency housing programs, 19 permanent supportive housing facilities with over 1,750 units, several hundred additional scattered site apartments, and a range of behavioral health services including outpatient mental health and substance use disorder treatment, residential crisis stabilization, street outreach, mobile crisis response, and treatment for opioid use disorder.


JOB DEFINITION: 

The Housing Program Data Analyst is a member of a multi-disciplinary team that will support DESC's mission by providing a spectrum of analytic and administrative services for housing programs. Considerable attention and skill are needed in the area of data analytics, problem solving, tracking, reviewing housing service documentation, and using SQL. The Housing Program Data Analyst will work under the supervision of the Senior Manager of Policy and Program Analytics and in coordination with the Housing Compliance Associate to ensure housing programs are complying with all applicable laws, regulations and contract requirements. 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Identify, coordinate, and communicate processes to create efficiencies and improve program performance.
  • Monitor and administer DESC's housing data collection and reporting through King County's HMIS system.
  • Creating interactive dashboard visualizations, to help track key indicators of outcome and success in programs and settings.
  • Adherence to the HIM compliance and housing documentation improvement program, including training housing staff on documentation standards.
  • Serves as a subject matter expert for managers on documentation & data reporting standards that comply with regulatory requirements.
  • Assist various housing programs with data analysis and reporting requirements.
  • Use data sources to perform validation and quality control checks to track performance and compliance in identified areas.
  • Perform analysis on quality, cost and achievement metrics to evaluate programs, using visualization techniques to communicate insights and recommendations.
  • Support ongoing contract requirements with independent data analysis and written reports.
  • Collaborate with the Quality and Information Management Departments and other DESC partners to scope, design, and validate additional reporting and design features.
  • Enhance existing reports and reporting processes to create efficiencies and added value throughout DESC.
  • Assist in various quality assurance activities, including but not limited to quarterly internal audits.
  • Document project details and maintain report specifications that clearly describe how implemented features work and work with end-users to ensure usage and usability.
  • Other duties as assigned.

Requirements

MINIMUM QUALIFICATIONS:

  • Associate's degree, or 2 years of highly relevant paid work experience and formal training in data analytics to demonstrate an ability to successfully perform the job.
  • Strong computer skills, including using word processors, analyzing Excel spreadsheets, and writing SQL queries.
  • Strong oral and written communication skills and ability to work effectively with staff from various backgrounds and disciplines.
  • Ability to organize and coordinate work efficiently; prioritize workload, work under pressure with tight timelines and changing priorities.
  • Ability to work independently with a minimum of supervision, and act on own initiative, within agency procedural guidelines.
  • Initiative and creativity in problem solving and system development.
  • Willingness to be flexible and work cooperatively with co-workers to accomplish all responsibilities of the team.
  • Subscribe to philosophy of cooperation and continuity across programs, and of consideration and respect for clients.
  • Appropriate safeguarding and handling of confidential and proprietary information.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in computer science, engineering, related field or equivalent experience: advanced degree a plus.
  • 4 years' highly relevant paid work experience.
  • Knowledge of affordable housing and homelessness sectors.
  • Knowledge of health equity and organizational change principles.
  • Experience working in administration/coordination in a human services or affordable housing setting.
  • Experience working with individuals who are homeless, mentally ill, and/or use substances.
  • Demonstrated ability to use scripting or programming languages to perform tasks.
  • Data analysis experience with R/Python
  • Experience with Apache or other HTTP servers, GitHub, and Linux.
