SCHEDULE: Full-time position. Onsite/hybrid.

HOMELESS CHILDREN'S NETWORK MISSION STATEMENT
Homeless Children's Network's (HCN) mission is to decrease the trauma of homelessness and domestic violence for children, youth, and families; to empower families; and to increase the effectiveness of collaborative efforts among service providers to end homelessness and poverty. Since 1992, HCN has empowered San Francisco's underserved and historically marginalized communities citywide toward a brighter future with love, wholeness, and healing.
About Homeless Children's Network (HCN)
Since 1992, HCN has been San Francisco's leading nonprofit agency for comprehensive early intervention and mental health support for underserved and historically marginalized children, youth, and families experiencing homelessness, housing instability, or living in intergenerational poverty. Our mobile therapeutic model is both accessible and scalable, enabling clinicians to meet clients directly in the community. As the hub of a Collaborative of 60+ service agencies and community-based organizations, we serve over 2,500 clients each year, reaching those most reluctant to trust conventional mental health systems. Central to our work is our Afri-centric mental health and wellness model. This community-defined approach addresses health inequities and the persistent cycle of racism and trauma over generations. This model not only uplifts the Black/African American communities but also strengthens the behavioral health outcomes of all San Franciscans, fostering resilience, healing, and lasting change.
POSITION SUMMARY
The Program Data and Evaluation Manager will lead organizational efforts to advance program quality, data integrity, and impact evaluation across the Homeless Children's Network. This role is responsible for overseeing evaluation data collection systems, ensuring quality assurance for program impact data, designing evaluation frameworks, and translating data insights into actionable recommendations for enhancing program efficacy and storytelling. The Manager reports to the Development Director and will collaborate closely with program, development, quality assurance and compliance, and executive leadership teams to ensure data-driven decision-making and continuous program improvement.
DUTIES AND RESPONSIBILITIES
Strategy
  • Provide strategic oversight of agency-wide data management for evaluation, evaluation processes, and outcome measurement.
  • Partner with the Executive and Program Leadership Teams to implement, enhance, and improve our comprehensive data strategy aligned with organizational goals.
  • Mentor, coach, and advise program staff, fostering a culture of learning, accountability, and data-informed practice.
  • Serve as the primary liaison between development and program teams, development and quality assurance, and HCN with external evaluators, ensuring alignment of data priorities and methodologies.

Program Data Management & Evaluation
  • Oversee the design, implementation, and maintenance of data collection systems for program evaluation that support efficiency, integrity, and real-time decision-making.
  • Manage quality assurance processes for program output and impact data, ensuring transparency and consistency across multiple programs and platforms, working closely with QA Director,
  • Collaborate with program directors and program managers to develop, monitor, and evaluate program performance indicators and outcomes.
  • Lead development of dashboards, metrics, and key performance indicators (KPIs) to track progress and impact across the organization.

Data Analysis, Reporting, and Storytelling
  • Conduct data analysis to identify trends, strengths, and opportunities for growth in program implementation.
  • Translate complex data into meaningful insights and deliver reports and visualizations tailored for different audiences including staff, board, funders, and community stakeholders.
  • Partner with the Development Team members to integrate impactful data and outcomes into grant proposals, reports, and external communications.
  • Prepare and deliver annual evaluation summaries to inform organizational planning and promote evidence-based decision-making.

Systems Development & Innovation
  • Lead the continuous improvement and integration of data platforms such as CRMs, EHRs, and project management systems.
  • Identify and implement technology solutions that optimize data collection, reporting, and analysis across departments.
  • Design and refine systems for surveying, documentation quality, and program evaluation, including development of custom fields, workflows, and analytical reports.

Capacity Building
  • Develop and facilitate training for staff on results-based accountability, data literacy, evaluation tools, and continuous quality improvement.
  • Provide technical assistance and coaching to program teams to strengthen data-informed practices and promote evaluation capacity organization-wide.

REQUIRED QUALIFICATIONS
  • Bachelor's Degree required; Master's Degree in Public Health, Social Work, Data Analytics, Evaluation, or related field strongly preferred.
  • 5+ years of experience in program evaluation, data management, or quality improvement, preferably in a nonprofit or human services setting. Experience in direct service delivery preferred.
  • Demonstrated experience designing and executing evaluation frameworks and data quality strategies.
  • Strong proficiency in data systems, including CRMs (e.g. RedCap, Salesforce), EHRs (e.g., AVATAR, Epic, SimplePractice), and project management platforms.
  • Proven ability to analyze complex datasets, draw insights, and communicate findings to diverse audiences.
  • Excellent project management, leadership, and communication skills with the ability to manage multiple priorities and deadlines.
  • Commitment to equity, cultural humility, and advancing the mission of serving children and families experiencing homelessness.

PREFERRED QUALIFICATIONS
  • Experience managing impact evaluations for trauma-informed or community-based programs.
  • Familiarity with data visualization tools (e.g., Power BI, Tableau, Google Data Studio).
  • Experience supervising staff or consultants.
  • Demonstrated ability to connect data insights to program development and policy advocacy.
