Position Overview
We are looking for a Data Analyst to join the BTS contract team at Halvik. Under the direction of Federal Data Administrators, assists in all activities related to the administration of computerized aviation-related statistical databases. This includes the activities of data collection, editing, processing, and dissemination functions, and maintaining Standard Operating Procedures (SOP) for same. Additionally, assists the OAI Data Administrators in the formulation and/or implementation of policies and procedures pertaining to database management, processing, security maintenance, and dissemination. In consultation with OAI Data Administrators, exercise judgment in resolving technical problems and issues that arise relative to aviation-related data processing, editing, and dissemination. In consultation with OAI Data Administrators, consults with and advises database users relative to procedures, technical problems, priorities, and methodologies.
Core Responsibilities
  • Monitor and manage incoming data submissions and resubmissions through dashboards, reports, and system notifications.
  • Review, analyze, and validate complex datasets using Tableau reports and cross-reference multiple data sources to identify discrepancies, reporting issues, and data quality concerns.
  • Analyze and verify operational and market data, including routes, passenger counts, carrier relationships, codeshare/interline relationships, and related reference datasets.
  • Investigate underreporting and overreporting trends by comparing submitted data against supporting operational and market datasets.
  • Reference and validate raw source data to support troubleshooting, issue resolution, and data quality initiatives.
  • Maintain and update operational support tables and reference datasets, including carriers, routes, airports, and associated relationships.
  • Reprocess data submissions and coordinate corrective actions, issue resolution, and resubmission activities with stakeholders and external partners.
  • Write and execute beginner to intermediate SQL queries for data validation, analysis, troubleshooting, and reporting support.
  • Collaborate with business users, external stakeholders, and carriers to resolve submission issues, communicate data corrections, and support ongoing operational processes.
  • Release validated data products to internal teams, external stakeholders, buyers, and public-facing users in accordance with established processes and timelines.
  • Support backlog prioritization and collaborate with cross-functional teams to align deliverables with business objectives and data quality goals.
  • Assist in preparing and presenting routine and ad hoc project status reports, metrics, dashboards, and stakeholder updates.
  • Coordinate project documentation activities, including maintaining templates, meeting agendas, meeting minutes, action items, and centralized document repositories.
  • Ensure all project guidance, deliverables, work products, and supporting documentation are current, organized, and accessible within shared collaboration platforms.
  • Support business analysis and data quality initiatives involving complex, highly dynamic datasets with continuously changing schedules, sampling methodologies, and carrier agreements.

Minimum Requirements
Education
  • Must have a minimum of 1 year of specialized experience with the relevant technical/ platform in addition to any required applicable training.
  • Minimum Education/Experience: HS Diploma with 3 years of experience.
  • Working knowledge of SQL for data analysis, validation, and troubleshooting

Preferred Expertise
  • Scrum Master certification preferred.
  • Strong written and verbal communication skills with the ability to translate business needs into clear functional and technical requirements.
  • Strong analytical and problem-solving capabilities.
  • Experience with Agile methodologies and tools such as Jira.
  • Experience using visualization tools like Tableau or Power BI.
