General Summary:

The incumbent provides executive leadership and departmental direction for Agencys Service Development and Planning and Mobility Programs. Directs department teams responsible for designing and managing transportation services for the Dallas Area Rapid Transit service area including bus, rail, innovative services, and new shared mobility programs. Directs departmental teams responsible for planning, designing, and implementing small capital programs involving park ride lots, bus stops, bus stop amenities, transit center and intelligent transportation technologies. Develops and directs programs which provide transportation services through the DART Local Government Corporation to non-service area cities. Develops and direct programs providing local assistance funding including street repair, TRIPS programs to service area cities and other specialized like voucher programs for service area cities.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Directs research and development of service visions and scenarios for the Agency's mobility services including direct or contract operation, mix of rail, bus, microtransit, multi-modal special events, and shared mobility services, by the DART Executive leadership team and Board of Directors.
  • Directs all departmental activities related to service planning, service development and planning for bus, rail, microtransit, and innovative (vanpools, carpools, bikes, site specific shuttles, taxi vouchers programs) services for the Dallas Area Rapid Transit system including market assessment, ridership projections for bus, rail, and microtransit services, cost estimation for all modes, performance evaluation for all modes, service standards policy, Title VI assessments, fare and service equity studies, and compliance with federal and Agency policies for service changes.
  • Directs departmental activities for scheduling and labor allocation (run cutting) activities for the Agency's directly operated services as well development of annual, five-year and long range plan projections of miles, hours, manpower, and service capital programs for both directly operated and contracted services supporting the agency's mobility network.
  • Directs the Department and the Agency on best practice technology decisions for purchase, lease, or contract for service to the following technical areas: passenger counting, travel pattern evaluation, device monitoring, NTD non-financial reporting, parking lot capacity utilization, scheduling, run cutting and rostering, geospatial analysis, detour development, sample surveys, data integrity, traffic signal priority technology, and ridership projection modeling.
  • Directs planning research staff responsible for ridership estimation and projection methodology.
  • Directs service planning efforts for community engagement and public participation on proposed service changes using best practice techniques including social media, visioning, neighborhood meetings, etc., short and long-range service plans and direct Agency response to Executive and Board requests, elected official and citizen inquiries and concerns.
  • Assists in development of the DARTs capital programs needs analysis for bus operating facilities, park and ride lots, transit centers, traffic signal priority, capital assistance programs for municipalities.
  • Manages the departments activities in support of executive management requirements for written and oral communication with the DART Board of Directors, municipal officials, and representatives and staff from regional governments on issues relating to service planning, ridership, outside service area contracts, local assistance programs, parking, and mobility on demand issues.
  • Collaborates with other DART departments such as Operations, Finance, Capital Planning, Marketing & Communications, to implement service plans, capital projects, special events, and other required functions.
  • Serves as designated spokesperson with the media, municipal officials, and Board, and community organizations for service planning issues.
  • Directs negotiations and assists in drafting interlocal agreements for cost-sharing shuttles or other transit services within DART's service area and for service outside the DART service area.
  • Serves as a member of the Executive Management Team for issues relating with service planning, local government issues, service planning capital projects, special events, shared mobility, and ridership trends; leads collaborative cross functional executive teams on high priority DART projects and initiatives.
  • Directs department staffing requirements, succession planning, and staff performance management program, mentors junior staff persons within the department and outside the department.
  • Performs technical analysis of specialized projects to supplement junior staff on issues that need assistance.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Transportation Engineering, Urban Planning, or related field.
  • Eight (8) years of related work experience in Service Planning and Scheduling, Service Development, Mobility Programs and/or senior management in transit operations to include experience directing a professional staff and/or consultants responsible for designing and managing transportation services.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Knowledge of departmental policies and procedures.
  • Proficiency in PC and knowledgeable of software applications, including proficiency in Trapeze, Tableau, Microsoft Office applications of Word, Excel, PowerPoint, GIS, Remix, and other related software applications.
  • Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
