Job description

This position requires an active Secret clearance to be considered. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. Seeking a Senior Program Manager to lead a high-impact defense logistics, engineering, and readiness program supporting the Chemical & Biological Defense - Individual Protection Equipment (IPE) Readiness Improvement Program. This role ensures the delivery, maintenance, installation, and lifecycle sustainment of mission-critical protective and damage control systems across 16 geographically dispersed Navy-supported sites. The ideal candidate is a seasoned leader with deep experience in U.S. Navy shipboard engineering, alteration installations, logistics operations, and enterprise workforce management, capable of directing large, multidisciplinary teams in complex DoD environments. Senior Program Manager Responsibilities Include: * Lead day-to-day operations of a multi-site program with 160+ personnel, including supervisors, technicians, and logistics staff.
* Provide senior-level leadership for U.S. Navy engineering projects and shipboard alteration installations, including maintenance, repair, testing, product improvement, and system upgrades.
* Direct projects involving Chemical Biological Defense (CBD), Damage Control, life-support, or similar Navy systems.
* Manage full lifecycle sustainment for Individual Protection Equipment (IPE) and Personal Protective Equipment (PPE).
* Oversee logistics, warehousing, inventory control, maintenance planning, training, scheduling, and quality assurance functions.
* Utilize and optimize Warehouse Management Systems (WMS) and Inventory Management Systems (e.g., DPAS, CMPro).
* Conduct time and motion studies and implement quality and process improvement initiatives using Lean Six Sigma methodologies.
* Align Performance Work Statement (PWS) tasks to appropriate labor categories in accordance with Bureau of Labor and Service Contract Act (SCA) requirements.
* Manage Service Contract Labor environments, including compliance with collective bargaining agreements and federal labor regulations.
* Develop, manage, and monitor program budgets, KPIs, and at-risk contract items.
* Serve as the primary interface with government stakeholders, NAVSEA/NSWC leadership, and subcontractors.
* Ensure compliance with all contractual, technical, safety, and schedule requirements.
* Develop and maintain program documentation, performance metrics, and continuous improvement plans.
* Perform other job-related duties as assigned. Senior Program Manager Experience, Education, Skills, Abilities requested: • Bachelor's degree or equivalent experience (preferred). • 8+ years of progressive experience in defense logistics, engineering program management, shipboard systems, or DoD project management. • Minimum of 5 years' experience leading U.S. Navy engineering or shipboard alteration installation projects, including: Direction of teams of 100+ full-time personnel Supervision of maintenance, repair, testing, product improvement, or alteration installations Work involving Chemical Biological Defense, Damage Control, or comparable Navy systems • Demonstrated experience with: Warehouse Management Systems / Inventory Management Systems DPAS, CMPro, or similar ERP/logistics platforms Quality improvement and process optimization • Proven ability to manage federal contracts within DoD environments. • Strong leadership, workforce development, and stakeholder engagement skills. • Lean Six Sigma certification (preferred). • Must possess or be eligible to maintain a Secret clearance.
