Purpose/Description
Under the general direction of the Division Director of Roads, the Engineer -Senior Licensed Professional in the Structure Maintenance Section of Roads Maintenance Division is responsible for directing the engineering operations in the Structures and Building Maintenance Section. This position will ensure the safety and longevity of bridges, pump stations, culverts and other structures in the Wayne County Roads system. The Senior Licensed Professional Engineer will perform complex structures operation decisions including determining if existing and proposed structure maintenance and construction projects are in compliance with Federal and State rules and regulations. This position will review plans, generate repair costs for county bridges, pump stations, attenuators and dams, calculate and update bridge load ratings and report to the MiBridge website, along with other related duties to ensure the efficient operations of the Structures Section, which includes Building Maintenance in the Roads Maintenance Division.
Responsibilities
Required Tasks
  • Inspect pump stations, attenuators and dams as required; will review project priorities, determine scope of work and prepare repair/maintenance plans for bridge and building maintenance sections.
  • Perform field reviews of on-going repair projects for bridges, pump stations and attenuators.
  • Review/maintain/update inspections reports in MiBridge website and RFA's for all county bridge inventory list.
  • Calculate/update all county bridge load ratings and report to MiBridge website, generate repair costs for county bridges, pump stations, attenuators and dams.
  • Assist in attending MDOT/county meetings relative to structure maintenance.
  • Supervise Journey Level and other less senior Engineers - (RFA coordinator, consultant coordinator or inspector) and rotation Entry Level Engineers.
  • Prepare maintenance schedule (bi-weekly, monthly, annually) for pump houses, attenuators and dams inventory list.
  • Check inspection reports of bridges as they are due to stay in compliance with State and Federal regulations.
  • Check daily plans of the bridge maintenance crews, materials used to do bridge repairs, evaluations of bridge repair methods; check RFA's for bridge scaling, pump house stations, attenuators and dam inspections, and bridge load rating requests; check integrity of pump station structure, mechanical and electrical systems and conduct quarterly meeting to discuss issues related to function of all systems: Checks the integrity of Metro Airport pump station structures, mechanical and electrical system and conduct quarterly meeting to discuss issues related to the function of all systems.
  • Direct, plan routine bridge inspections and fracture critical inspections, scour inspections, underwater inspections, element and detail inspections (section loss of steel and concrete members), pump station inspections, attenuator and dam inspections, as required.
  • Procure the services of engineering consultants and manage their work as it relates to bridge safety inspections, pump stations, attenuators and dams.
  • Give daily direction and recommendations to the supervisors of structure maintenance crews. The position requires the same level of daily directions and recommendations in the day-to-day operation of bridge inspections, load rating, pump house, dam and attenuators. This position will be required to attend refresher classes for bridge inspections, refresher classes for bridge load ratings and attend bridge conferences and seminars as needed.
  • Make decisions regarding repair materials, repair schemes, design of repairs, design of rehabilitation, temp support design.
  • Prepare maintenance schedule for bridge inventory list.
  • Estimate costs of repairs
  • Generate RFAs
  • Generate RFPs to solicit services on as-needed basis
  • Prepare Bridge load rating and condition ratings
  • Perform other related duties and tasks as assigned.

Qualifications
Educational Requirements/Experience Requirements
  • A Bachelor's degree in Civil Engineering/Construction Engineering
  • State of Michigan PE License
  • At least two years of experience as a Licensed Professional Engineer managing Structure Engineering
  • A current FHWA Bridge Inspection Certificate;
  • A valid state of Michigan Driver's License and an acceptable, safe driving record

Below Additional Qualifications Preferred:
  • Bridge inspection experience
  • Bridge load rating experience using hand calculations.
  • Experience using bridge load rating AASHTOware Bridge Software
  • Excellent experience using AutoCAD drafting software and Microsoft Office.
  • Current FHWA Bridge inspection certificate meeting the requirement of Qualified Team Leader.
