Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Demonstrated work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position that included: strong organizational skills - with emphasis on coaching/teambuilding/leadership skills - with potential to manage multiple concurrent projects effectively. Experience leading teams. Self-motivated. Comprehensive oral communication skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. Demonstrated ability in standard office software such as word processing, graphics presentations, spreadsheet and e-mail. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
General knowledge of MWR programs, APF and NAF funding, and oversight relationship to child and youth programs. Experience working with regulatory, personnel, funding and budgeting proponents at Headquarters Level (with Major Command or Region experience preferred). Knowledge of management analysis, personnel development, and financial programs.
Preferred are those candidates that possess a combination of experience and education (graduate degree with course of study in business administration, accounting, economics, or other related management/academic) in Child and Youth Services.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit.

Within the last five years, possess at least two years of work experience as a CYS Coordinator, CYS Program Operations Specialist, CYS Administrator, Financial Management or Budget Analyst -OR- two years of experience in ID CYS or HQ, IMCOM DFMWR CYS at the NF-04 level in multiple garrison CYS positions.
Posses at least two years of work experience with Non-appropriated Fund (NAF) budget planning and execution.Education:Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy. If you would like for your education to be considered by the hiring panel as part of your overall accomplishments, you must attach copies of transcripts (online transcripts will be accepted).
