Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Responsibilities
The Cybersecurity Department is seeking a high-level performer to join our team as a Senior Project Manager to coordinate Cybersecurity projects, including planning, stakeholder coordination, project oversight, coordinating the execution of the Higher Headquarters Cyber Performance Guidance (PEG), and communicate progress to the Senior Manager, Cyber & Physical Security Systems. This role ensures projects are delivered on schedule, within scope, and in compliance with applicable standards. The successful candidate will report directly to the Senior Manager, Cyber & Physical Security Systems while supporting other Cybersecurity functions, including the Security Engineering, Incident Response, and Continuous Monitoring Sections.
Key Responsibilities
  • Lead and manage complex cybersecurity projects (<$5M TPC) from initiation to closures, ensuring all projects are delivered on schedule, within scope, and in compliance with applicable standards.
  • Coordinate the execution of the Higher Headquarters Cyber Performance Guidance (PEG), ensuring all deliverables and requirements are met effectively.
  • Define project scope, develop detailed plans, set timelines, and meticulously manage resources to achieve project objectives within defined budget, risk, and quality constraints.
  • Coordinate and direct daily management activities, overseeing the implementation of cybersecurity policies, directives, and initiatives.
  • Utilize MSTS project management processes, techniques and tools to effectively support the Project Management Directorate mission.
  • Monitor project process and key performance indicators (KPIs) to assure deadlines, quality standards, and cost targets are consistently met.
  • Conduct self-assessments and site surveys to develop and maintain meaningful metrics for performance and compliance.
  • Track and manage critical cybersecurity deliverables, security package status, and the expiration/renewal of security-related documentation (e.g., ATO letters, MOUs).
  • Serve as the primary liaison between business and technical stakeholders for cybersecurity projects, facilitating seamless communication and alignment.
  • Manage communication between project stakeholders and team members, ensuring clarity and addressing differing needs and expectations.
  • Communicate project progress, risks, and performance to the Senior Manager, Cyber & Physical Security Systems, and other executive leaders.
  • Act as the central point of contact for data calls related to cybersecurity projects and compliance.

Qualifications
  • Bachelor's degree in a related field or equivalent training and experience and at least 5 years related professional experience.
    • Relevant certifications such as PMP, CISSP, CISM, or similar are highly desirable.
  • Previous project management experience and responsibilities should include:
    • Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases.
    • Defining, planning, executing, monitoring, controlling, and successfully completing cybersecurity projects within defined schedule, costs, risk, and quality constraints.
    • Maintaining satisfaction with stakeholders with differing needs and expectations and effectively managing communication between project stakeholders and team members.
    • Identifying and ensuring compliance with project requirements in the development of cybersecurity products and deliverables.
    • Direct experience managing complex cybersecurity projects, including those involving: Compliance frameworks (e.g., NIST, RMF, ISO 27001), vulnerability management, and incident response).
    • Tracking and managing critical cybersecurity deliverables, security package status, and the compliance standing of security-related documentation.
    • Leading and coordinating the Cyber Security team and cross-functional efforts to achieve project scope, schedule, and objectives.
  • Critical thinking and problem solving: Evaluate alternatives and identify solutions using systematic, multi-step approaches, particularly in complex cybersecurity environments and during incident response scenarios.
  • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders, including internal departments, external auditors, and regulatory bodies. Establish trust among IPT members.
  • Establishes and manages small to medium-sized IPTs (<15 people).
  • Maintains and effectively leads the IPT.
  • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels, especially when confronting cybersecurity risks or compliance deviations. Analyzes the risks and future impact of decisions on organizational security posture and project timelines.
  • Achieves internal Project Manager Certification at the Base Level or higher within 1 year, unless there are extenuating circumstances.
  • Ability to meet the physical requirements necessary to safely and effectively perform all assigned duties.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • The schedule for the position will be 4/10s Mondays through Thursdays (subject to change).
    • Personnel may be requested by leadership to work more than 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."
