Overview
Job Summary
Galapagos Federal Systems LLC is seeking a Program Manager (Program/Project Manager III) to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I).
This role offers the opportunity to work with a high-performing team supporting mission-critical U.S. Navy programs in Battlespace Awareness and Information Operations.
The ideal candidate will provide senior-level program management and acquisition support, assisting government leadership in planning, coordinating, and executing complex programs. This includes supporting cost, schedule, and performance management, facilitating cross-functional collaboration, and ensuring alignment with DoD acquisition processes and mission objectives.
The Program Manager will serve as a key interface between government stakeholders, contractors, and technical teams, providing strategic insight, program oversight, and decision support within a dynamic, mission-focused environment.
Key Responsibilities
The Manager, Program/Project III, Program Manager will:
  • Support program management activities across the full life cycle, including planning, execution, monitoring, and closeout of PMW 120 initiatives
  • Develop and maintain program plans, schedules, and budgets in alignment with DoD acquisition frameworks and program objectives
  • Support tracking and analysis of cost, schedule, and performance (CSP) metrics, ensuring alignment with program milestones and objectives
  • Coordinate with Contracting Officers, CORs, technical leads, and stakeholders to support acquisition planning, contract execution, and deliverable oversight
  • Identify and manage risks, issues, and dependencies, and recommend mitigation strategies to support successful program execution
  • Support Earned Value Management (EVM) processes, reporting, and analysis
  • Support and facilitate Integrated Product Teams (IPTs) across technical, acquisition, and operational stakeholders
  • Prepare and deliver status updates, briefings, and decision-support materials to senior leadership and PEO-level stakeholders
  • Ensure program activities align with applicable DoD, Navy, and PEO Digital policies, including cybersecurity and information assurance requirements
  • Support alignment of program activities with mission priorities and evolving operational requirements

Requirements
Skills and Experience
The Manager, Program/Project III , Program Manager must have:
  • Active TS/SCI Clearance
  • 5+ years of professional experience in program/project management, preferably supporting Navy or Department of Defense acquisition programs
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Experience supporting the planning, coordination, and execution of large, multi-year DoD programs, including management of cost, schedule, and performance
  • Strong understanding of the DoD acquisition life cycle, including Planning, Programming, Budgeting, and Execution (PPBE), Joint Capabilities Integration and Development System (JCIDS), and Defense Acquisition System (DAS) processes
  • Experience supporting program definition, planning, and execution, including development of schedules, milestones, budgets, and resource requirements
  • Proven ability to support program performance tracking, including risk management, schedule analysis, and performance reporting
  • Familiarity with contract types, acquisition strategies, and program execution within a Program Executive Office (PEO) or Program Management Office (PMO) environment
  • Experience supporting Integrated Product Teams (IPTs) and coordinating across technical, financial, and acquisition stakeholders
  • Strong analytical, organizational, and problem-solving skills
  • Excellent written and verbal communication skills, including experience supporting or briefing senior DoD leadership
  • Ability to operate effectively in fast-paced, high-visibility, mission-critical environments
  • Experience with program management and reporting tools (e.g., Microsoft Project, Jira, SharePoint, Navy ERP, or similar systems)

Education and Certifications
The Manager, Program/Project III, Program Manager must meet the following:
Required
  • Bachelor's degree in Business, Engineering, Information Technology, Program Management, or a related field
  • Project Management Professional (PMP) certification or equivalent
  • DAWIA Certification in Program Management or equivalent

Preferred
  • Additional certifications such as Agile (Scrum Master/SAFe), ITIL, or Lean Six Sigma

Security Clearance
A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
