The Air Force Civilian Service (AFCS) is looking for a full time Supervisory Information Technology (IT) Cybersecurity Specialist, Cyber Protection Team Operations Officer (GG-2210-14), working at the 834th Cyberspace Operations Squadron (COS), Joint Base San Antonio, Lackland Air Force Base (AFB), San Antonio, Texas.
Salary ($148,275 - $192,764) based on experience.
Relocation expenses may be paid.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Qualifications/Requirements:
In this position you will serve as the Cyber Protection Team (CPT) Operations Officer, 834 COS; oversees and manages the execution of cyberspace policies, missions, and functions supporting tasked Service, Combatant Command and National Agency partners. Provides professional and information technology (IT) expertise in performance of work requiring knowledge and application of cyber security principles, methods, and techniques. Senior-skill-level defensive cyberspace operations technical expert, and weapon system subject matter expertise supporting the Air Force's cyberspace mission force objectives. Applies cross-disciplinary knowledge in theplanning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or emulation of threats to complex cyber systems and weapon systems deployed to support the team's mission objectives. Provides guidance and assistance to the CPT leadership in the development, acquisition, and implementation of technology, procedures, and defensive cyber operations necessary to execute the CPT missions. Leads CPT to ensure effective communication, resource management and adherence to operational and administrative requirements for mission assurance (MA) and Information Assurance (IA) of critical key cyber terrain and mission areas. Responsible for successful mission execution in support of the hardening of mission systems and networks against exploitation, detection of unauthorized, malicious, or adversary activity, eliminating adversary presence, and assessing defensive capabilities by utilizing leading-edge computer security technology, tactics, techniques, and procedures. The Operations Officer, with their specialized expertise, is entrusted with the task of mentoring and developing the technical growth of civilians, military personnel, and contractors within the CPT. In addition, the Operations Officer is responsible for supervising both civilian and military team members, as well as supervising contractors assigned to support CPT operations.
Must be a U.S. Citizen
Must be able to obtain & maintain a "Top Secret/SCI" Security clearance
Incumbent may be subject to periodic polygraph testing.
A pre-employment physical examination is required.
This position requires at a minimum, a bachelor's degree in a related field or equivalent experience.
Must obtain & maintain an Information Assurance certification within 6 months of assigned duties
This position is designated as a Drug Test Designated Position
No History of Domestic Violence - This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment)
This is a Mission & Emergency Essential Position. You may not be a member of the Guard, Reserve, or Ready Reserve and hold this position
Current CPT Combat Mission Ready (CMR) individuals, regardless of civilian series are considered qualified to serve under the PD for this position, as long as the incumbent has met other conditions of employment and civilian grade requirements.
Incumbent may be required to travel to perform temporary duty assignments. Work
will require frequent or long-term CONUS or OCONUS travel away from the normal duty station which may total in excess of 180-days per year.
The incumbent must achieve and maintain Initial Qualifications and Special Skills Training, along with Information Assurance Technician Level III requirements as specified in Job Qualification Record (JQR) and attain Combat Mission Ready (CMR) certification within 18 months of assignment of these duties.
HIGHLY DESIRED:
Expert knowledge of COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, and computer architecture; and computer security penetration tools and techniques.
• Knowledge of agency, Air Force (AF), Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
• Knowledge of a wide range of IT management information systems requirements and application software development techniques required to oversee projects of considerable difficulty and with little specificity regarding approach to be followed.
• Knowledge of IT management information system and application software technology to isolate causes of problems between hardware, system, and application software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
• Knowledge of performance characteristics of telecommunications systems, intelligence exploitation equipment, systems, services, and transmission infrastructure to evaluate new devices, proposals, and approaches. Knowledge of government contracting procedures, legal requirements, and contract personnel oversight to include rating and reporting performance.
• Working knowledge of cyberspace operations analyses, entailing unique problems, creativity, innovative use of techniques, advance approaches and/or new technology and leads the development and documentation of cyberspace operations concepts and strategies for assigned programs/projects.
• Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.
• Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position and skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
