Job description

Duties Description A Business Systems Analyst 1 with IT expertise is critically needed to support the Wadsworth Center's Division of Laboratory Quality Certification (DLQC). DLQC depends on highly customized software and databases as its Laboratory Information Management System (LIMS), which is central to processing and reporting clinical and environmental results. Given the complexity of the system and its integration into daily operations, a dedicated analyst with a strong understanding of information technology is necessary to ensure a smooth transition as the program undergoes changes in licensing, server environments, and platform migrations, along with ongoing demands in cybersecurity, data storage, and maintenance.

In addition, several current projects are underway in collaboration with ITS that require a subject matter expert (SME) to ensure accurate and timely delivery of project deliverables and to effectively translate program needs into technical requirements. This role is essential to maintain system functionality, ensure data integrity, and safeguard the continuity of this critical public health service. Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1(G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1(G18), Business Systems Analyst Trainee 1 (NS), or Business Systems Analyst Trainee 2 (NS)

NY HELPS Non-competitive: Business Systems Analyst Trainee 1: Four years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders. Business Systems Analyst 1: Six years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders. *Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Preferred Qualifications: Experience working in a laboratory or regulatory environment; demonstrated experience in business requirements, elicitation, and documentation for information technology projects; excellent written and verbal communication skills; ability to work with team members effectively and adapt to change to achieve positive project outcomes; and strong organizational and collaborative approaches.

Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations Permanent, competitive, full-time. Two-year traineeship leading to a G18.
