Clearance Required: TS/SCI with CI Polygraph

Location: National Capital Region (NCR) or San Antonio, TX

Nightwing is seeking a Project Manager/Task Order Lead to serve as the primary point of contact and authority for all contract performance matters. This position requires demonstrated experience managing software development efforts utilizing Scaled Agile Framework (SAFe) methodologies in support of mission-critical government programs. The PM is responsible for overall task order execution, resource management, deliverable coordination, risk management, and stakeholder communication. Must have authority to resolve performance issues and ensure all contractual obligations are met within established timelines.

Key Responsibilities:

  • Serve as primary interface with Government COR and technical points of contact
  • Manage all aspects of task order performance including schedule, budget, and quality
  • Ensure deliverables meet professional standards and are submitted on time
  • Respond to written COR requests within 3 business hours
  • Lead monthly financial and status reporting
  • Coordinate transition activities and knowledge transfer
  • Manage contractor personnel and subcontractor relationships
  • Participate in SAFe ceremonies including PI Planning and ART Syncs
  • Maintain risk register and implement risk mitigation strategies
  • Oversee quality control program implementation

Required Qualifications:

  • Minimum 14 years of relevant project management experience
  • Bachelor's degree (or equivalent substitution)
  • Prior experience managing similar software development efforts in classified environments
  • Demonstrated expertise with SAFe implementation at the program level
  • Experience with DevSecOps and cloud-based development environments
  • Strong understanding of offensive cyber operations mission space (preferred)
  • Active TS/SCI clearance
  • PMP or equivalent project management certification (highly desired)
  • Must be U.S. citizen

Salary & Benefits

The salary associated with this position ($122,000-$253,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
