JOB DESCRIPTION:

Soliel LLC is seeking an experienced Project Manager to lead a team providing Headquarters-level review services in support of executing the Risk Management Framework (RMF) cybersecurity Assessment and Authorization (A&A) process at the Naval Sea Systems Command (NAVSEA). The Project Manager will oversee the technical and financial execution of the contract, guiding a diverse and geographically remote team responsible for RMF package reviews, expert A&A support, Cybersecurity Resource Desk (CSRD) administration, and A&A sustainment.


KEY RESPONSIBILITIES:

  • Project Leadership & Execution: Manage the technical and financial execution of complex technology and cyber projects.
  • Team Management: Manage diverse and geographically remote teams across four primary task areas.
  • RMF Review Management: Oversee the RMF package review queue based on government prioritization, ensuring an average of 124 reviews are completed per month within a strict 5-business-day turnaround.
  • Process Optimization: Utilize a proven track record of implementing automation solutions to increase process efficiency and reduce the number of individuals required to handle reviews.
  • Quality Control: Ensure rigorous quality control over all RMF reviews to maintain consistency and meet turnaround time requirements.
  • Reporting & Deliverables: Submit timely and accurate Weekly Review Queue Metrics, Monthly Status Reports, and Monthly Financial Reports detailing labor hours, costs incurred, and technical progress.
  • Stakeholder Engagement: Support weekly execution meetings with the government lead to review queue status. Ensure strict adherence to NAVSEA Standard Operating Procedures (SOPs) and Navy guides.


REQUIRED SKILLS AND EXPERIENCE:

  • 10 years or more of practical experience in technology or cyber-related fields acting as a lead or project manager.
  • Extensive knowledge and experience managing the technical and financial execution of technology and cyber projects.
  • Proven track record of implementing automation solutions to increase process efficiency, as well as experience managing diverse and geographically remote teams.
  • Must possess and maintain an active IAM or IAT Level III baseline certification in accordance with DoD 8570.01-M (e.g., CISSP, CISM, or GSLC).
  • Must hold a favorably adjudicated Tier 3 (T3) Investigation (maintained within 10 years).
  • Must possess an active SECRET security clearance and Interim or Final IT-II access eligibility at the start of performance.
  • Must be eligible for NATO, Naval Nuclear Propulsion Information (NNPI), and SIPRNET access.


EDUCATION:

  • BS in Business, Information Technology, Computer Science, or other related areas.
  • Shipley or equivalent Capture Management Certification (Preferred).


DESIRED SKILLS:

  • Proven ability to identify and shape contract expansions, drive organic growth by solving client pain points, and build strategic subcontractor partnerships for future Navy cyber opportunities.
  • Demonstrated success building trusted-advisor relationships with key federal stakeholders, specifically within NAVSEA, Fleet Cyber Command, or Naval Reactors.
  • Deep understanding of the federal acquisition process (FAR/DFARS, DoD vehicles) with hands-on experience leading or contributing to cybersecurity and RMF technical proposals.
