Job Description:

The Aerojet Rocketdyne Segment of L3Harris is currently seeking an experienced Sr. Specialist, Program Manager for the GEM-T (Patriot) solid rocket motor program. This role will be located at our Camden, AR or Huntsville AL facility. The GEM-T Program Manager will assist in leading all phases of programs: planning, execution, strategy, and management. PM drives program action to achieve business and financial objectives for orders, revenue, profit, and cash flow for the GEM-T SRM production program located in Camden, AR. Responsible for cost, schedule, and technical performance for designated project areas working with a program product manager to achieve results. Acts as customer contact for program activities, leading review sessions with customers for assigned aspects of proposal development, negotiations, and execution. Assists in coordinating program support, production, and supply chain teams to ensure on time and on budget deliveries. Proposal lead for all follow-on production efforts and any additional funding required for capacity, tooling, maintenance, or obsolescence.

Essential Functions:

  • Responsible for management and contract performance of a program which includes multiple projects.
  • Leads internal and external IPTs assuring clear communication and planning across all functions.
  • Manages and directs assigned program, which includes defining and understanding program scope, managing overall schedules and budget in accordance with applicable contractual and L3Harris policies. Ensures adherence to the customer Statement of Work/Technical Data Package.
  • Assures through the assigned program team that contract performance responsibility is properly delegated to performing organizations and outside suppliers.
  • Develops and implements plans for follow-on production including proposal development, submittal, negotiation, and definitization.
  • Provides guidance and assistance to the project team in meeting established schedules and to resolve complex technical or operations problems.
  • Responsible for effectively utilizing functional organizations to integrate research and development, production, quality assurance, test, production support, procurement, contractual and financial data.
  • Drive innovative solutions for program challenges including cost, schedule, and technical performance.
  • Review potential contract scope changes and advise management and customers of impacts.
  • Support capacity expansion to improve product deliveries.
  • Experience with DoD contract execution and associated contract types.
  • Understanding of DPAS regulations per 15 CFR.
  • Experience with the Earned Value Management System framework.
  • Extensive knowledge of manpower planning, forecasting, bids and proposals, milestone scheduling, PM tools, and financial management.
  • Understanding of material obsolescence per DMSMS SD-22 and associated OMRP documentation.
  • Up to 25% business travel to other L3Harris and customer sites.
  • Ability to obtain U.S. Secret Security Clearance.

Qualifications:

  • Bachelor's Degree with a minimum of 6 years of relevant program management experience; or a Graduate Degree with a minimum of 4 years of related program management experience; or 10 years of prior related program management experience in lieu of a degree.

Preferred Additional Skills:

  • Project Management Institute (PMI) certification.
  • Demonstrated managerial level of leadership.
  • Significant proficiency with Microsoft Office products (Project, Excel, PowerPoint, Word) in developing plans, schedules, financial/manpower analyses, and review packages for customer and L3H Leadership.
