The primary purpose of this position is to serve as a HQ Air Force Test Center (AFTC) supervisor, at Edwards AFB, CA.Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Competency-Based Qualification Standard for the Information Technology Management Series, 2210
SPECIALIZED EXPERIENCE: I have (or will have) at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade (GS-11) (or equivalent in an alternative pay system) in the Federal service within 90 days of the closing date for this announcement. Specialized experience must demonstrate the following competencies: attention to detail, customer service, information management, interpersonal skills, problem solving, and technical competence. Should also include ability to lead, manage, and supervise rapid change and an uncertain environment to ensure projects are developed and produced to meet customer objectives and experience with a variety of Information Systems technologies.
IDEAL CANDIDATE: Substantial experience in actively execute defensive cyber operations, manage cyber incident response, conduct security assessments, coordinate requirements boards, and provide critical guidance to mission partners
- Experience managing federal civilians, Military and interns' performance on day-to-day defensive cyber operations and provide specialized professional development/ mentorship, which improves long term retention and stability.
- Skilled at balancing organization needs, evaluating resource requests, and establishing metrics to ensure compliance and effectiveness.
- Experience supervising personnel including establishing employee contribution plans and conducting performance assessments
- Proven ability to establish performance standards and improve overall organizational productivity and quality.
- Must be able to obtain and maintain a Secret security clearance
- Highly skilled in delivering clear presentations on program status, resolving complex issues, and defending funding requirements.
Capable of building strong, cross-functional relationships with supporting commands and external organizations. An operational supervisor will serve as the primary focal point to Squadron leadership in cyber defense, managing resource allocation, prioritizing mission sets, and ensuring that matrixed personnel are effectively utilized without degrading other flight capabilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to lead, manage, and supervise uncertainty, rapid change, ambiguity, surprise, and a less defined environment to ensure projects are developed and produced to meet customer objectives.
2. Ability to gather and assemble data to prepare briefings on issues/concerns/problems, develop alternatives, make recommendations to resolve problems, and coordinate between various business and technical disciplines at AFFTC, AFMC, AF, and DoD agencies.
3. Ability to research, analyze, interpret, and apply policies, regulations, and procedures to a variety of Information Systems (IS) technologies and recommend timely economical solutions.
4. Ability to maintain good working relations and to communicate effectively with a broad range of personnel both orally and in writing; and to use modern computer software applications in support of communications and presentations.
5. Knowledge of current industry technologies and security practices to include:
a. Firewalls
b. Proxy Servers
c. Intrusion Detection Systems (IDS)
d. Vulnerability Scanners
e. Forensic Tools to Include Tools to Reverse Engineer Malware
f. DISA Security Technical Implementation Guide Standards (STIGS)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
