Job description

PLEX Solutions, A Part of Markon is looking for Cyber Policy and Strategy Analyst to work on a SETA Program in the Arlington, VA area.


  • Conducts deliberate analysis supporting the development, implementation, and refinement of cyber workforce and readiness policy guidance across the Department of War.

  • Supports the customer in implementing, leading, and sustaining DoW cyber operations forces (COF) strategies, initiatives, and workforce priorities.

  • Assists leadership in overseeing cyber workforce priorities, operational requirements, and mission-focused tasks supporting Department-wide cyber readiness objectives.

  • Evaluates the execution, effectiveness, and performance of cyber workforce and Cyber Operations Forces (COF) programs to ensure alignment with established statutory, regulatory, policy, and operational guidance.

  • Applies expertise in readiness standards, requirements, and associated metrics to assess organizational readiness and the ability of joint forces to meet mission demands within assigned cyber warfighter mission areas.

  • Conducts deliberate analysis supporting Joint Cyber Training and Joint Force Coordinator responsibilities, including

    identification of mission essential tasks, readiness requirements, and readiness reporting methodologies.

  • Supports oversight of cyber force design, force structure, and command and control (C2) initiatives, providing analysis and executive-level briefings to leadership.

  • Provides technical and analytical support for policy development and enhancements for critical infrastructure, control systems, operational technology (OT) networks, devices, and information systems.

  • Provides analytical and strategic support, including the evaluation, development, and integration of policies, strategies, operational concepts, force requirements, personnel needs, and organizational structures.

  • Conduct full-scale analysis across complex technical and operational cyber domains, translating findings into actionable recommendations that inform senior leadership decisions and shape future cyber strategy, policy, and implementation.

  • Develop executive-level briefings, assessments, and recommendations to communicate technical findings, readiness analysis, and policy considerations to senior leadership.

  • This role requires a deep understanding of cyber operations, workforce readiness, force design, and Department-level policy development, with the ability to serve as a trusted technical advisor and subject matter expert supporting enterprise cyber mission objectives.


  • Active TS/SCI is required
  • Master's degree from an accredited university in a relevant field of study (e.g., Public Policy, National Security Studies, STEM) with fifteen (15) years of relevant experience, (OR) a bachelor's degree in a relevant field with eighteen (18) years of relevant experience.

  • Minimum of ten (10) years of experience supporting strategic planning, policy development, and cyberspace operations.

  • Graduate of a formal Department of War (DoW)/Joint cyber planning course (e.g., Joint Cyber Planning Course (JCPC)), Joint Professional Military Education (JPME), or equivalent advanced operational planning program (e.g., School of Advanced Military Studies (SAMS), School of Advanced Air and Space Studies (SAASS), School of Advanced Warfighting (SAW), Joint Advanced Warfighting School (JAWS).

  • Demonstrated experience working in or directly supporting the Defense Cyber Defense Command (DCDC), U.S. Cyber Command (USCYBERCOM), DoW Chief Information Officer (DoW CIO), or Service Cyber Component headquarters organizations.

  • Expert-level experience authoring, reviewing, and implementing high-level DoW/DoD policy documents, including Directives, Instructions, and related policy guidance.

  • Demonstrated ability to interpret and apply U.S. Code (Title 10) authorities and DoW 8500/8140 series cybersecurity policy and workforce requirements.

  • Deep understanding of DoD Information Network (DODIN) operations, Defensive Cyber Operations (DCO), cyber command and control (C2) models, and the ability to translate strategic guidance into operational and organizational constructs.

  • Expert-level understanding of maneuver warfare doctrine, campaign planning methodologies, and the execution of cyberspace operations as a warfighting domain within the Joint Planning Process (JPP).

  • Demonstrated ability to conduct complex strategic analysis, develop actionable recommendations, and provide technical advice to senior DoW and cyber leadership.

  • Ability to effectively interface with senior-level government, military, and executive leadership.

  • Demonstrated excellent verbal, interpersonal, written communication, and presentation skills.

  • Demonstrated ability to provide technical support, strategic guidance, and subject matter expertise in support of cyber policy, strategy, and operations


USD $130,000.00 - USD $220,000.00 /Yr.
