Job description

Quantum Sky is searching for a detail-oriented and customer-focused Temporary Mid Personnel Security Analyst to support our security operations program in Washington, DC. This role is ideal for someone with foundational experience in personnel security support service who is looking to grow their career in a fast-paced, mission-driven environment. This position plays a key role in ensuring compliance with federal security regulations while delivering high-quality experience to employees, candidates, and stakeholders.

Responsibilities:

  • Perform data entry and administrative support services in an eort to manage and track background investigations and security clearance information for agency personnel. Tasks include entering/updating information into secure government systems and helping ensure records are accurate, complete, and processed on time.

  • Creates the initial security record within the agency’s security case management and tracking system.

  • Assist with the initiation and tracking of background investigation for submission to DCSA.

  • Reviews security forms (SF-85, SF-85P, SF-86) or completion and accuracy.

  • Verifies sponsorship within USAccess and ensures individual schedules and attends their enrollment appointment.

  • Validates scheduling of the investigation and issues security approval notice.

  • Provides weekly status updates to the agency’s personnel security leadership.

  • Provide administrative assistance for the handling, control, logging and status-tracking, ling, and disposition of background investigation reports;

  • Perform personnel security support functions and assist with ngerprinting (includes scanning ngerprints into LiveScan), initiation of background investigations, requesting additional information, and processing clearance verication requests;

  • Review background investigation reports and provide assessments of their adequacy, accuracy, and completeness in light of relevant security guidelines;

  • Determine the adequacy and completeness of background investigations and developed or collected data/information; valuate the authenticity, veracity, and pertinence of data/documentation obtained from a variety of sources;

  • Request additional investigative actions or develop useable information as needed to render a well-informed decision; processing requests for additional information on security packages and following up on correspondence received;

  • Using the Defense Counterintelligence Security Agency (DCSA) National Background Investigation Services (NBIS) system, to review security forms for HUD applicants or existing personnel;

  • Uploading applicable documents into NBIS;

  • Conducting investigative checks such as but not limited to PIPS/CVS checks, credit checks, FBI ngerprint checks, FBI Name Checks, NCIC checks, and selective service registration checks;

  • Answering general security processing inquiries and forwarding complex inquiries to the appropriate agency Personnel Security Specialist;

  • Preparing memoranda, reports and other reference documents;

  • Advising the Personnel Security Specialist when a candidate has failed to provide the requested information; reviewing monthly organizational reports for data integrity, assisting with data reconciliation as required; properly safeguarding sensitive information to include, but not limited to, Privacy Act Protected Information, Personally Identiable Information (PII), and Classied National Security Information up to Secret Level.

Required:

  • Must be a US Citizen with the ability to obtain/maintain a Top Secret Clearance and/or Tier 5 favorably adjudicated investigation due to the handling of personally identifiable information and sensitivity of issues disclosed.
  • 3-5 years’ experience in processing investigations utilizing NBIS/eAPP, CVS Central Verification System and USAccess
  • 3-5 years’ experience in customer service, reviewing of forms and making recommendations to the government
  • Working knowledge of 32 CFR 117 (NISPOM)
  • Strong attention to detail and organizational skills
  • Ability to handle sensitive and confidential information with discretion
  • Customer service mindset with strong communication skills
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook)
  • 3-5 years of relevant experience
  • Knowledge of and ability to meet agency timelines and skilled in prioritizing competing tasks while maintaining accuracy and timeliness.
  • Strong writing skills to include experience and acumen in crafting analysis of data collected
  • Experience understanding exceptions codes, such as waivers, conditions, and deviations.
  • Understand difference between suitability determinations and security clearance determinations.
  • Experience creating, managing, and closing cases in appropriate security systems of record.
  • Excellent written and oral reporting skills, interpersonal skills, and the ability to communicate at all levels of the organization and customers across geographically dispersed sites.
  • Knowledge of the Microsoft Office Suite, particularly Outlook, Word, and Excel.

  • Experience supporting government or defense contracting environments
  • Familiarity with security systems such as DISS, NBIS, or similar platforms
  • Basic understanding of clearance processes (Secret, Top Secret, etc.)
  • Associate’s or Bachelor’s degree in Criminal Justice, Security Management, or related field

Clearance: 

  • Current Secret clearance w/ the ability to obtain a Top Secret clearance

Location:

  • Ability to work on-site in Alexandria, VA, normal business hours Monday - Friday

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $43-48/HR. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
