Nightwing is seeking an IT Project Manager to lead the design, development, and integration of enterprise web applications and on-premises technology solutions. This role involves overseeing agile development initiatives that support custom Java Spring Boot and Angular applications, as well as coordinating efforts across both custom software and hardware-based systems.
The IT Project Manager will operate in a fast-paced environment, partnering closely with program leadership and technical teams to deliver modern, secure, and scalable solutions. Candidates must hold an active TS/SCI clearance with full-scope polygraph and possess a degree in a relevant field. The ideal candidate brings proven IT project management experience, strong organizational and analytical skills, and the ability to guide cross-functional teams toward successful delivery.
Responsibilities
  • Manage full lifecycle delivery of custom enterprise applications using Java, Spring Boot, Angular, and related technologies.
  • Coordinate development, modernization, integration, and sustainment efforts for custom applications and on-premises hardware systems.
  • Plan and facilitate program activities, including scheduling meetings, preparing briefings, conducting milestone reviews, and presenting project updates.
  • Identify and promote best practices for streamlining workflows, standardizing processes, and improving development efficiency.
  • Collaborate with development teams, Scrum Masters, technical leads, and program management to track progress across agile methodologies.
  • Provide oversight and guidance to team members aligned to agile initiatives, supporting performance and delivery objectives.
  • Document Agile Project Plans, including Milestones, Epics, User Stories, Acceptance Criteria, and impact analysis within enterprise requirements management tools.
  • Lead agile ceremonies such as Backlog Refinement, Sprint Planning, Reviews, and Retrospectives, removing roadblocks and maintaining momentum.
  • Create and maintain project reporting using enterprise project and requirements management tools.
  • Coordinate schedules, documentation, and communications to ensure timely completion of deliverables.
  • Develop technical documentation related to custom software, integrations, and infrastructure implementations.
  • Review and refine functional descriptions, system specifications, technical reports, and other project documentation.
  • Compile data, conduct analysis, and prepare informative reports for leadership and stakeholders.
  • Assist in preparing management plans and aligning resources to optimize project outcomes.

Requirements
  • Active TS/SCI clearance with full-scope polygraph.
  • Bachelor's degree (or higher) in a relevant field such as Information Technology, Computer Science, Engineering, or related discipline.
  • Proven experience in IT project management supporting custom software and/or infrastructure development.
  • Familiarity with modern web application technologies such as Java, Spring Boot, Angular, and enterprise software development practices.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple initiatives within agile environments simultaneously.
  • Excellent communication and technical writing skills.

Salary & Benefits
The salary associated with this position ($99,000-$206,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
