Job description

  • Develops sources of qualified applicants, conducts interviews in conjunction with department Directors, administers tests, checks references and background, evaluates applicants’ qualifications
  • Lead New Employee Orientation
  • Recommends selection of employees to fill vacant positions and arranges for preliminary training for newly hired employees
  • Maintains records regarding recruitment, interviews, hires, transfers, promotions, terminations, and performance appraisals
  • Monitors Authority compliance concerning equal employment practices
  • Conducts exit interviews
  • Analyzes statistical data and other reports concerning all aspects of employment’s functions in order to identify causes of personnel problems and to develop and present recommendations for improvement of established employment policies, and practices
  • Administers the Federal Transit Administration Drug and Alcohol program and, along with the Executive Director, is named as the management official designated to receive confidential random selections and test results
  • Coordinates with the Finance Department in the determination of employee hours and attendance
  • Facilitate professional development, training, and certification activities for JATA staff
  • Provides support to the Executive Director and others on matters as directed; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Assist Government & Community Relations Manager with DBE & ADA duties and responsibilities related to managing these program(s). 
  • Serve as the agencies Chief Safety Officer (CSO) and will have the responsibility of the overall safety of the agency. The CSO will report directly to JATA’s CEO.  The CSO will manage the day-to-day safety of the Agency and be responsible for the ongoing updates both the Public Transportation Agency Safety Plan (PTASP) and the Safety Management System (SMS). The CSO will work in concert with other Agency executives in order to develop and manage the SMS for JATA.
  • Serve as Agency’s Title IX Officer
  • Other tasks assigned by the Executive Director.


  • Education and Experience:
    • Bachelor’s Degree in human resources, business administration, public administration, or communications; Master’s Degree preferred; OR an equivalent combination of education and experience. 
    • Position requires no less than five (5) years management experience.
    • Certifications such as SHRM-CP or SHRM-SCP, or other professional certifications are highly preferred.


Required Knowledge of:

·         Policy and procedure development.

·         Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations and employment-related laws and regulations.

·         Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

·         Principles of business letter writing and basic report preparation.

·         Communication strategies, tools, and techniques.

·         English usage, spelling, grammar, and punctuation.

·         Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

·         Principles of supervision, training, and performance evaluation.


Required Skill in:

·         Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

·         Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

·         Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

·         Identifying and responding to sensitive community and organizational issues, concerns, and needs.

·         Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

·         Complaint resolution and problem solving.

·         Presentation development and public speaking skills.

·         Preparing and analyzing complex data and comprehensive reports.

·         Responding to inquiries and in effective oral and written communication.

·         Working cooperatively with other departments, Agency officials, and outside agencies.

·         Developing and monitoring departmental and program/project operating budgets, costs, and schedules.

·         Supervising, leading, and delegating tasks and authority.


 Physical Demands/Work Environment:

·         Work is performed in a standard office environment.

·         Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, infectious disease, and extreme noise when conducting site visits and working in the field.
