The City of Kodiak is recruiting for a full-time DeputyHarbormaster(Deputy Director), which is responsible for the successful operations of the City of Kodiak’s Port and Harbor Department. The Harbormaster would oversee the Port and Harbor Department which is comprised of St. Paul Harbor and St. Herman Harbor providing moorage for 650 vessels, the Kodiak Shipyard, and ports including Pier 1-Ferry Dock, Pier II-Fisherman’s Terminal, and Pier III-Cargo Terminal.
Under general direction and supervision of the Harbormaster (Director), this position is responsible for planning, organizing, and directing the daily operations of the harbor officers and maintenance specialists in the Port and Harbors Department. Key responsibilities include, but are not limited to: assigning, reviewing, and evaluating the work of subordinate staff; participating in developing and monitoring the budget for area of responsibility; ensure operational and maintenance activities are in compliance; developing and implementing safety and security procedures. May serve as acting Harbormaster (Director) when necessary.
The goal of the City of Kodiak government is to provide quality municipal services as efficiently and effectively as possible within guidelines established by federal and state law, the Charter of the City of Kodiak, the Kodiak City Code, and the citizens of Kodiak as represented by the City Council. The Port and Harbors Department provides a variety of services and programs to support and enrich the lives of the residents of Kodiak. The Deputy Director must perform these duties in a manner that reflects positively on the City and the harbor department and is responsible for maintaining a level of professional expertise and image that promotes efficient use of the resources available to the harbor department.
Examples Of Essential Duties:- Coordinates and supervises assigned staffing and daily operational activities of the port and harbors department.
- Supervises, inspects and oversees personnel to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring any performance deficiencies are corrected; ensuring employees follow policies and procedures, and maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
- Serves as the Assistant Facility Safety Officer (AFSO), oversees and directs implementation of Port Security, including close coordination with Police, Fire, Harbormaster and United States Coast Guard (USCG).
- Responds to emergency, complicated, and hazardous situations at the port and/or in the boat harbors.
- Coordinate Port operations with the cruise ship lines and the cruise ship agents; ensures compliance with USCG approved Facility Security Plan & 33 CFR Part 105; updates plan annually.
- Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
- Assists the Harbormaster (Director) in planning, directing, supervising and evaluating operations and maintenance of the boat harbors.
- Participates in the development and administers a budget; prepares cost estimates for future budget planning; submits justifications for budget items; monitors and controls expenditures; reviews and approves expenditures.
- Ensures safety precautions and procedures are followed in all work activities.
- Provides assistance and information to the maritime industry and commercial and pleasure boat operators on all aspects of port and harbors activities, rules and regulations.
Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures. - Assumes daily responsibilities of the Harbormaster (Director) when necessary. Attends management, committee and council meetings as needed.
- Performs other duties as assigned.
High school diploma or General Education Development (GED) and Bachelor’s degree in public administration, business administration, or related field, five to seven years of progressively responsible professional harbor experience; including at least two or more years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

- Transportation Worker Identification Credential (TWIC) or ability to obtain within 30 days of hire

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to push, pull, lift or move objects.
WORKING CONDITIONS:Work is performed primarily in a standard office environment and often out in the field working within port and harbor facilities. Frequently travels to various locations to attend meetings and/or perform department activities. The employee occasionally works near moving mechanical parts; exposed to outside weather conditions and wet and/or humid conditions; exposed to fumes or airborne particles, toxic or caustic chemicals, and vibration; the noise level in the work environment is usually low to moderate; however, the noise level is occasionally louder due to machinery or equipment, etc.
Non-traditional work hours are necessary, including working extended hours including evenings and weekends. Subject to mandatory call back at any time. Required to attend City Council or other public meetings as assigned. Some travel may be required.
