Job description

Description Business Process Specialist The Business Process Special is responsible for assisting the Director of the Mayor's Office of Equal Opportunity (OEO) in planning, coordinating, and administering the activities of OEO relating to MBE, FBE, & CSB contract participation. This includes business enterprise development ,contract compliance, and assisting with the negotiation, implementation, monitoring, and evaluation of Community Benefit Agreements.. Examples of Duties Under direction, assists and contributes to all phases of data analysis, data management, and requisite documentation and reporting

Assists with business process and workflow analysis. Prepares and completes process improvement activities and reports. Collects and analyzes data to identify root cause of problems.

Participates with Working with multiple departments to ensure measures of success. Identifies issues regarding service and timelines. Reviews performance metric for programs.

Researches standardization and streamlining of processes and best practices. Prepares process recommendations in formats such as presentations, process maps, and templates. Assesses processes and associated documentation including process flows/modeling, procedural guides, templates, diagrams, and charts.

Assists in preparation for system deployments including pre-requisite process and policy changes, data preparation, and user training. Compiles data to understand how trends and/or projections will affect future business needs. Assists with the preparation of cost and benefit analyses.

Supports business office personnel and program/financial managers with the review and evaluation of end-to-end business processes/systems as well as in the development of associated process improvement recommendations. Develops ad-hoc reports and analyses in response to business unit requests. Performs other job-related duties as required.

Minimum Qualifications A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Administration, Operations Research and Supply Chain Management, or related field from an accredited four-year college or university is required. The equivalent of two years of full time paid experience or one year of educational internships in one or more of the following is required: Business Analytics (Data Mining, Qualitative and Quantitative Statistical Analysis, Data Forecasting, and Predictive Analysis) and Business Process Mapping and Redesign.

(Substitutions: Two years of experience may substitute for each year of college education lacking. Graduate school education may substitute for experience on a year for year basis.) A valid State of Ohio Identification is required. Must have documented experience with project management methodologies, process improvement tools (e.g., Lean, Six Sigma), or statistics as well as experience in the implementation of business process mapping, charting software, and organizing Information Technology initiatives

Supplemental Information Additional Responsibilities: Assists with MBE/FBE/CSB certification, bid evaluation, compliance/monitoring, and closeout. Ensures project site reports are complete on a periodic basis to assure continued compliance with contractor commitments made in connection with the Program. Makes recommendations to the Director using department as to sufficiency of apparent successful bidder's compliance with the Program.

In event of non-compliance with contractor commitments made under the Program, recommends sanctions as prescribed by the City's Equal Employment Ordinances. Performs other related duties as required. Experience with the CBA (Community Benefits Agreement) inclusive process: Effectively negotiate benefits for the community with developers and other stakeholders (including, but not limited to, affordable housing, living wage requirements, project space, and local targeted hiring) Build local partnerships to benefit project outcomes and support public/community engagement and transparency on projects Communicate the goals of the CBA Agreement with designated City Team Members on a consistent basis Effectively monitor projects and report progression Enforce contractor reporting requirements and data collection Compile internal/external data for reporting Support contractors in complying with agreement terms Provide creative solutions to challenges Demonstrate inclusive leadership and enforce accountability throughout the duration of each project Provide excellent verbal and written customer service coupled with consistent follow up and follow-through Preferred Qualifications: A Degree in Business, Real Estate, Construction Management, or related field is required.

Experience with Microsoft Office (Outlook, Word, Excel, PowerPoint) and the ability to learn and work between various software programs. Must have excellent written and spoken skills. Prior knowledge and/or experience in the construction industry in any capacity is preferred but not required.
