Position Summary:

The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policycompliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services.

The SME/Team Lead directs a small team of subjectmatter experts to deliver specialized technical support across systems engineering, test & evaluation, information management, and advanced technology efforts for DSCA task orders. Acting as the technical authority for assigned workstreams, the SME/Team Lead translates task requirements into implementable plans, mentors staff, ensures technical quality and policy compliance of deliverables, and coordinates with project and program leadership to meet schedule, budget, and performance targets.

Essential Job Functions:

       Serve as the technical lead for assigned task orders, providing subjectmatter expertise, technical direction, and daytoday oversight of SME personnel.

       Translate task requirements into work plans, technical approaches, and deliverable schedules; coordinate task execution with project managers and other teams.

       Review, validate, and approve technical products for accuracy, adherence to standards, and policy compliance prior to submission to the Government.

       Mentor and supervise SMEs: assign work, monitor performance, provide technical coaching, and support professional development to maintain mission readiness.

       Coordinate crossfunctional integration with systems engineering, test & evaluation, IT operations, analytics, and program offices to ensure coherent technical solutions.

       Implement and follow quality control procedures, capture lessons learned, and propose corrective actions to improve deliverable quality and efficiency.

       Track tasklevel progress and risks, escalate issues appropriately, and provide input to project reporting (status, technical, and schedule updates). (Risk and reporting responsibilities.

Required Qualifications:

       Bachelor's degree in engineering, computer science, information systems, or related technical discipline.

       Minimum ten (10) years of relevant technical experience with DoD systems, test & evaluation, IT operations, or advanced technology programs.

       Demonstrated experience leading small technical teams and supervising SMEs delivering multidiscipline work products.

       Proven ability to produce, review, and approve technical deliverables that meet government standards for accuracy and policy compliance.

       Strong written and oral communication skills; experience presenting technical findings to CORs and senior stakeholders.

       Eligible for or holding required security clearance as specified in task orders. 

Preferred Qualifications:

       Master's degree in a technical or management field.

       Management Professional Certification (PMP) or similar certificate.

       Prior experience supporting DSCA, security cooperation programs, or other DoD headquarters activities.

       Demonstrated success managing surge/contingency staffing and rapid task mobilization for shortnotice task orders.

Physical Requirements:

       Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

       This position has no work or environmental factors outside of a standard office environment.
