Job description

Position Overview The U.S. District Court and U.S. Probation Office for the Eastern District of North Carolina are seeking qualified applicants for a full-time position of IT Security Officer (ITSO) in the Raleigh Division

This position is responsible for the creation and management of information technology security policy, planning, development, implementation, training, and support of the U.S. District Court and the U.S. Probation Office for the Eastern District of North Carolina

Additionally, the incumbent will be responsible for systems administration, implementation of security/critical patches, remediating vulnerabilities, deploying hardware and software, and providing technical support to staff through established protocols and solutions to protect office data and systems. The ideal candidate must have strong technical knowledge and be able to communicate effectively. The incumbent ensures the confidentiality, integrity, and availability of systems, networks, and data across the system development life cycle (SDLC), and creates, promotes, and adheres to standardized processes for the delivery of security services consistent with the national Information Security program, as well as collaborate with other judiciary stake holders, such as the Administrative Office and other court IT personnel, to identify and collectively advance security initiatives both within and beyond court unit boundaries.

This position is a temporary, year and a day position and will be assessed annually with the potential of becoming a permanent position. This position is being advertised at a grade CL 27 ($62,375 - $101,394) and has promotional potential to a CL 28. While the position is open until filled, applications received by the initial cut-off date of July 31, 2026, will be given first consideration.

Representative Duties The IT Security Officer performs duties and responsibilities which include, but are not limited to, the following: Reviews, evaluates, and makes recommendations on courts' technology security programs, including automation, telecommunications, and other technology utilized by the district. Promote and support security services available within the district. Provides technical advisory services to securely design, implement, maintain, or modify information technology systems and networks that are critical to the operation and success of all court units within the district.

Performs research to identify potential vulnerabilities in, and threats to, existing and proposed technologies, and notifies the appropriate managers/personnel of the potential risk. Provides advice on matters of IT security, including security strategy and implementation to judges, court unit executives, and other senior court staff. Serves as an information security resource to all court units within the district regarding federal and judiciary security regulations and procedures.

Assists in the development and maintenance of local court unit security policies and guidance, the remediation of identified risks, and the implementation of security measures. Develops, analyzes, and evaluates new and innovative information technology concepts, approaches, methodologies, techniques, services, guidance, and policies that will constructively transform the information security posture of all court units within the district. Makes recommendations regarding best practices and implements changes in policy.

Provides security analysis of IT activities to ensure that appropriate security measures are in place and are enforced. Conducts security risk and vulnerability assessments of planned and installed information systems to identify weaknesses, risks, and protection requirements. Utilizes standard reporting templates, automated security tools, and cross-functional teams to facilitate security assessments.

Oversees the implementation of security on information systems and the generation of security documentation for system authorization and operation. Manages information security projects (or security-related aspects of other IT projects) to ensure milestones are completed in the appropriate order, in a timely manner, and according to schedule. Prepares justifications for budget requests.

Prepares special management reports for the district, as needed. Serves as a liaison with court stakeholders to integrate security into the system development lifecycle. Facilitates project meetings, educates project stakeholders about security concepts, and creates supporting methodologies and templates to meet security requirements and controls.

Assists court in developing policies and procedures to ensure information systems' reliability and to prevent and defend against unauthorized access to systems, networks, and data. Creates and employs methodologies, templates, guidelines, checklists, procedures, and other documents to establish standardized processes across the district's information technology security services. Establishes mechanisms to promote awareness and adoption of security best practices.

Collaborates with 4th Circuit ITSO staff and the national ITSO team to ensure best strategies and practices. Provides training to end users, as needed. Lifts and moves moderately heavy computer equipment/peripherals as needed.

Travels to divisional offices as needed. Performs other related duties or special projects, as assigned. Qualifications To qualify for the position, an individual must have a high school diploma or equivalent, and at least three years of progressively responsible technical experience in the support of various computer systems.

The incumbent should have a strong understanding of IT security best practices, and demonstrate the ability to analyze, design, and implement security policies and procedures. The successful candidate must have project management expertise involving success with multiple complex projects and firm deadlines. Additionally, he/she must have excellent information technology skills, present a professional demeanor, possess excellent oral and written communication skills, and must be able to work in a team environment.

The incumbent must have the ability to work with confidential and sensitive information. Preference will be given to applicants who have 1) a bachelor's degree in computer science, information systems, or related field of study; 2) excellent understanding of information security concepts, protocols, industry best practices and strategies; 3) broad ICT Security experience across delivery and strategy disciplines; 4) experience working in a Windows Active Directory, Virtualized Nutanix hosted Network; 5) experience working with KACE, DNS, DHCP, GPO's, Splunk, Nessus Vulnerability scanner, Forcepoint Triton manager and Apex One Trend Micro AV, and Windows servers; and/or 6) possess IT security certifications such as CISSP or GSEC. Judicial Branch employees are considered "at will" employees and are not subject to the employment regulations of competitive service. Salary will be based on experience and qualifications. Electronic Fund Transfer (EFT) for payroll deposit is required.

The person selected for this position will also be required to submit fingerprints for an FBI background check. As a condition of employment, the selected candidate must successfully complete a ten-year background investigation with periodic updates every five years thereafter.
