Job description

Introduction
The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.

Summary Statement
This position is responsible for administration and project management of engineering contracts in Sussex County Delaware. Projects consist of varying complexity civil transportation infrastructure ranging roadways, trail systems, pedestrian facilities, and complex bridge structures. Candidate will be responsible for scheduling, supervision, and staffing of both in-house and consultant inspection staff. Job will require occasional fieldwork dependent upon project needs. Incumbent may choose to be based out of either our Georgetown (23697 DuPont Blvd) or Dover (800 Bay Rd) locations.
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements
JOB REQUIREMENTS for Engineer Program Manager I (Department of Transportation Only)
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Six months experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.

    • Environmental Engineering
    • Industrial Engineering
    • Mechanical Engineering
    • Agricultural Engineering
    • Material Science Engineering
  3. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
