Job description

Overview BLUEHAWK is seeking an experienced Senior Counterintelligence (CI) Management Analyst to provide enterprise-level counterintelligence program management, strategic planning, policy development, and operational oversight in support of the Defense Counterintelligence Enterprise (DCE). The selected candidate will work with senior Department of Defense and Intelligence Community leadership to improve enterprise performance, integrate CI initiatives across the Defense enterprise, and support national-level counterintelligence priorities. This position is ideal for a seasoned CI professional with extensive experience in counterintelligence investigations, operations, collection, analysis, and enterprise mission support. Location: Washington, DC Metro Area (On-Site)
Clearance Required: Active TS/SCI with CI Polygraph
Employment Type: Full-Time Responsibilities * Develop and implement enterprise performance measures to evaluate program effectiveness, operational efficiency, and mission success.
* Analyze enterprise-wide performance data, identify trends, assess resource utilization, and recommend courses of action to senior leadership.
* Prepare and submit reports, executive summaries, briefings, assessments, and information papers for DoD leadership and oversight organizations.
* Support strategic planning by integrating counterintelligence equities into Combatant Command plans, national strategies, and interagency initiatives.
* Develop, revise, and coordinate CI policies, standards, Standard Operating Procedures (SOPs), and governance documentation.
* Track enterprise CI activities, identify operational gaps, and recommend solutions to improve mission effectiveness.
* Maintain enterprise knowledge management processes to ensure data integrity, accuracy, and accessibility.
* Coordinate stakeholder engagement across the Department of Defense, Intelligence Community, interagency partners, and allied organizations.
* Support governance meetings, working groups, conferences, and senior-level engagements, including preparing agendas, presentations, and meeting minutes.
* Serve as a Data Transfer Officer/Trusted Agent supporting secure cross-domain transfers across NIPR, SIPR, JWICS, CIOPS, and POM environments.
* Identify enterprise training requirements and support the development and delivery of counterintelligence training programs.
* Assist with Congressional Budget Justification documentation and modernization initiatives supporting the Defense Counterintelligence Enterprise.
* Conduct enterprise risk assessments and develop mitigation strategies supporting DoD and national priorities.
* Coordinate CI collection requirements, manage Intelligence Information Report (IIR) evaluations, and monitor satisfaction of validated collection requirements.
* Conduct CI records checks, source deconfliction, and operational coordination across multiple Defense Counterintelligence organizations.
* Support Defense Critical Infrastructure, Critical Technologies, and Critical Program Information protection initiatives.
* Monitor the quality and integrity of CI analytical products and Requests for Information (RFIs).
* Analyze Foreign Intelligence Entity (FIE) threats and provide operational assessments to leadership.
* Maintain the Operational Management Database (OMDB) and support operational deconfliction across Defense CI activities.
* Prepare recurring executive reports, action trackers, after-action reports, and briefing materials for senior leadership. Qualifications * Active TS/SCI clearance with CI Polygraph.
* Bachelor's degree from an accredited college or university.
* Minimum 10 years of experience supporting one or more of the following Counterintelligence disciplines:
* Counterintelligence investigations
* Counterintelligence operations
* Counterintelligence collection
* Counterintelligence analysis and production
* Counterintelligence functional services
* Counterintelligence mission support
* Demonstrated experience supporting enterprise-level CI programs, governance, strategic planning, policy development, or operational management.
* Experience preparing executive-level briefings, assessments, reports, and decision-support products.
* Strong understanding of Defense Counterintelligence Enterprise processes, mission integration, and stakeholder coordination.
* Excellent written and verbal communication skills with the ability to engage senior government leadership.
* Strong analytical, organizational, and problem-solving skills.
* Proficiency using Microsoft Office 365 applications.
Preferred Qualifications * Credentialed Counterintelligence Special Agent.
* State or Federal law enforcement training or investigative experience.
* Experience supporting Department of Defense, Intelligence Community, or Defense Counterintelligence Enterprise organizations.
* Familiarity with CI collection management, operational deconfliction, knowledge management, enterprise performance management, and strategic governance processes.
