Job description

Position Summary

Odyssey Systems has an exciting new opportunity for a Cost Analyst to join our team of analysts developing, updating, and defending Life Cycle Cost Estimates (LCCEs) / Program Office Estimates (POEs) across Radar and C2 missions. This is a full-time opportunity with 90% of your time spent working remote.

If you have experince with ACE-IT (Automated Cost Estimating Integrated Tools) and are passionate about utilizing your financial and business accumen to defend our National Security interests, then this is the role for you! 

Responsibilities

Duties include, but not limited to: 

  • Data Integration
    • Develop and support custom cost data tools to support future estimates
    • Institute quality control measures, report results, and conduct process improvement initiatives as needed
  • Cost Estimating Process
    • Develop, maintain, update, and deliver fully documented and well-supported cost estimates, with an assessment of risk and schedule
    • Apply standard cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation
    • Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system
    • Work through the cost estimating analytical processes including problem definition, background research, data collection, analyzing data analysis, data visualization, formulating mathematical expressions, and developing and defending conclusions
    • Analyze all elements affecting costs for a project of limited scope
    • Implement processes and logic to extract, transform, and distribute cost from across radar and C2 missions to inform data-driven decisions
  • Cost Estimating Products
    • Support, develop, maintain, and update cost estimates such as Program Office Estimate (POE), Single Best Estimate (SBE), non-MDAP Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, Rough Order of Magnitude (ROM) (to include estimates within the Comprehensive Cost and Requirement (CCaR) System), Service Cost Positions (SCPs), Program Executive Officer (PEO) Estimates in support of annual Program Objective Memorandum (POM) submissions, Should Cost Estimates, Independent Program Assessments (IPAs), Milestone Reviews and Interim Program Reviews.  All products shall be delivered within the time specified by the government.
    • Develop cost-related program inputs such as, but not limited to, Most Probable Cost Estimate, Should Cost/Will Cost Estimate, and Government Basis of Estimate (BOE), for government Shoulder-to-Shoulder activities with Program Contractors and solicitation activities such as Request for Proposals (RFPs), Acquisition Strategy Plans (ASPs) and Source Selections; and annual execution plans within the Comprehensive Costs and Requirements (CCaR) System
    • Create Business Case Analyses (BCA), Cost-Benefit Analyses (CBA), market surveys, Economic Analyses (EA), or other related analyses in accordance with mandated government regulations
  • Program Support
    • Analyze Program Contractor cost estimates to ensure consistency with Government cost estimating procedures; analyze the Program Contractor's BOE, risks and crosscheck major WBS elements or cost drivers IAW DoD and AF and requirements; record analysis results
    • Support and attend Government/Prime Contractor meetings for information-gathering purposes to assist the government in assessing cost estimates
    • Support all cost-related activities within RFP reviews, Source Selections, and Initial/Integrated Baseline Reviews (IBRs)
    • Provide cost-related support to accomplish required Acquisition Reporting, to include but not limited to, Acquisition Program Baseline (APB) and Program Management Reviews (PMRs)
    • Assess acquisition planning documents
Qualifications

Minimum Required Qualifications:

Clearance: Must be able to obtain and maintain a DoD Secret security clearance. 

Education: BS/BA with 21 semester hours in quantitative analysis courses (or other fields relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Operations Research Analyst, Accounting, Mathematics, Science, Technology, Engineering, Statistics, or Cost Estimating/Analysis), plus three (3) semester hours of Calculus.

Years of Experience: 7 years of relevant experience.

Skills: 

  • 7 yeas of cost estimating experience
  • Extensive knowledge of Microsoft Office Suite experience
  • Experience using cost estimating tools such as ACE-IT (Automated Cost Estimating Integrated Tools), SEER or Unison's TruePlanning

Preferred Qualifications:

Clearance: Active Secret Clearance

Education: BA/BS

Years of experience: 10 Years

Preferred Experience:

  • 10 years of cost estimating and ACE-IT experience
  • Prior Department of Defense weapons system acquisition experience
  • Analyzing agile metrics (velocity, features, stories, etc.) and estimating agile projects
  • Experience with Programming languages such as Python, R and/or SQL. 
  • Data Modeling/Mapping
  • Tracking efforts via Jira and Confluence
