Lead Program Manager of Harm Reduction — Job Description


Overview
The Lead Program Manager of Harm Reduction works collaboratively with program staff and senior leadership to provide quality program management, contracting, regulatory compliance, and program reporting for the Harm Reduction Services of Black Lives Matter Paterson. The Program Manager is responsible for the operation of pre- and post-award grant administration and budgeting responsibilities. Responsible for monitoring all contracts for compliance, the timely submission of reports, and assistance with grant-seeking and proposal development. Deep understanding of harm reduction theory and practice.

You are a culturally humble, trauma-informed leader with deep harm-reduction knowledge and proven supervisory experience. You center people with lived experience, bring strong day-to-day management skills (scheduling, coaching, performance feedback, and conflict resolution), and pair compassionate, non-judgmental practice with operational discipline — managing budgets, contracts, data, and compliance to keep programs safe, effective, and equitable.

Duties: 

  • Responsible for the programmatic oversight for all harm reduction programs, including submission of all program reports, monitoring of monthly program/projected service deliverables, monitoring quality of data entry and reporting.
  • Develop and maintain systems and quality improvement initiatives to assess and improve program goals, programmatic performance and efficiency.
  • Implement and oversee program quality improvement activities, including monitoring quality indicators and ongoing review of program documentation.
  • Provide accurate analysis of program related contracts and budgets.
  • Work with the finance department to manage vouchering, invoicing and the processing of payments.
  • Ensure that the expectations of funders, partners, constituents, clients and community stakeholders are met.
  • Ensure fidelity of implementation of all programs, using data and on-going feedback to inform and revise programs initiatives in collaboration with program leadership.
  • Identify service gaps and design effective viable programs.
  • Ensures consistent and extensive outreach activities are performed to increase program census across contracts.
  • Oversee and monitor departmental training/development activities.
  • Coordinate community clean-up of syringes.
  • Ensure mobile testing, syringe distribution, peer education and outreach activities happen as scheduled.
  • Implement Quality Assurance (QA) activities, including monitoring quality improvement indicators and ongoing review of program activity logs and documentation.
  • Provide regular and consistent supervision, evaluation, professional development and oversight of Harm Reduction staff.
  • Responsible for the management and scheduling of staff.
  • Maintain an organized inventory system of syringe exchange and outreach program supplies, including ordering of new supplies with special attention paid to programs needs and cost efficiency.
  • Identify community-based organizations for potential referral services, follow up on existing linkages, and provide agency information sessions and promotional materials for staff and participants as appropriate.
  • Enhance linkages with social service providers, to facilitate referrals and coordination of services for all persons who test positive and/or who are at high risk for HIV/HCV/STIs who will receive referrals for needed services and enrollment.
  • Ensure that members of the team are to follow-up on all non-completed referrals to ascertain what barriers to access to care and support services were and work with the client and the referred agency to overcome these barriers.
  • Prepare and complete monthly reports, including narrative and quantities data, follow-up and access to services, and document intervention activities in relevant databases.
  • Meeting individually with participants to assess needs, program status, provide individuals with program matters and resources that are available for their needs.
