Job description

This Opportunity

WSP USA is actively seeking an Assistant VP Civil Roadway Engineer/Project Engineer with strong experience in roadway infrastructure projects for our Tamuning, Guam office location. This role is design manager providing  oversite and delivery of multiple roadway projects on schedule, situational guidance to PMs and managers that address current and future challenges, and that documentation and recommendations accurately account for and address risk, innovation, and future-ready opportunities.  Provides leadership with ensuring that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards for design, safety, and functionality.

Your Impact
  • Ensure that production of specifications, reports and analyses meet scope, schedule, cost and quality requirements and are commensurate with professional standards, client requirements and corporate objectives.
  • Provide coordination with other design disciplines and remote office locations, including: Planning, Environmental, Roadway, Structures, Hydraulics/Drainage and Traffic.
  • Collaborate with management to determine long-range plans and objectives, including recommendations on project staffing, evaluating and mentoring of subordinate staff.
  • Planning, scheduling, and coordinating staffing levels needed for projects.
  • Manage projects and maintain schedule, budget, and profitability of assigned projects, overseeing preparation of plans, specifications, proposals and RFC packages.
  • Complete ad hoc projects as needs arise.
  • Provide input on alternative delivery proposal preparation. 
  • Lead projects with all aspects of Transportation Design from conceptual and preliminary engineering to final design.
  • Ensure that production of specifications, reports and analyses meet scope, schedule, cost and quality requirements.
  •  Coordinating with internal and external clients
  • Support effective long-term client/contractor relationships.
  • Represent WSP's alternative delivery capabilities in assigned locations, markets, and at industry associations as appropriate.
  • Mentor staff to support their growth and professional development.
  • Remain current in latest civil engineering techniques and practices.
  • Collaborates with professionals from a variety of disciplines, other engineers, planners, and infrastructure authorities on Federal, State, regional, and locally funded improvement and development projects, as well as proposal and business development opportunities.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Who You Are

Required Qualifications

  • Bachelor's Degree in Engineering, or closely related discipline.
  • 10+ years of relevant post education experience in engineering and civil design. 
  • Engineer license required (multi-state preferred).
    • Professional Engineering License or ability to obtain
  • Highly proficient with civil engineering principles, practices, process, design/build, and the application to permitting and project work-related issues.
  • Strong knowledge of relevant civil construction laws, codes, regulations, compliance practices, and record-keeping requirements.
  • Significant experience working with DOT projects and clients
  • Proficiency with design applications such as AutoCad Civil 3D/MicroStation/OpenRoads/Inroads, HCS, Geopak.
  • Demonstrated creativity, foresight and mature engineering judgment, and successfully managing multiple projects and task assignments, relying upon experience in design quality control programs.
  • Experience preparing, managing and reviewing project deliverables including planning, design and construction documents, project reports, environmental studies, cost estimates, scopes of work, proposals, etc.
  • Demonstrated experience with State and local governments, contractors, transportation agencies, etc.
  • Ability to demonstrate strong focus on operations and project delivery.
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
  • Occasional travel may be required depending on project-specific requirements.
     

Preferred Qualifications:

  • Experience with State Department of Transportations; 
  • Experience with Territorial Department of Public works or municipal or county projects.
  • Strong experience in managing the review and approval of documents and discipline-specific deliverables, certifications, processes, and plans in a multi-project environment is highly desirable.
