Summary Statement

The Division of Historical & Cultural Affairs (HCA) seeks a collaborative, strategic, and experienced professional to serve in a senior leadership role overseeing the division’s fiscal and business operations. This position ensures that the division’s mission, vision, and values are effectively reflected in all financial and administrative functions. The incumbent will direct and manage the division’s fiscal operations utilizing First State Financials (FSF) and will work with the Director and management team to provide technical expertise and guidance on budgetary, financial management, and procurement processes.

Responsibilities include reviewing and analyzing financial transitions, identifying and resolving fiscal issues, ensuring compliance with applicable policies and procedures. While overseeing administrative and fiscal staff, this position plays a key role in supporting sound financial stewardship, operational effectiveness, and strategic decision making across the division.

Essential Functions
  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants or contracts, and state or federal laws, rules, and regulations.
  • Reconciles and consolidates data to the general ledger from journals, records, and documents; prepares trial balances, makes corrections, updates, and adjustments to bring funds into balance, and maintains an audit trail.
  • Reviews financial transaction classifications and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal functions.
  • Compiles, analyzes, and prepares a variety of statements and reports of financial health used in financial, budget, and personnel planning.
  • Researches and provides data, reports, and documentation to state, federal, and independent auditors and other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements
  • Four‑year experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  • Two‑year experience in analyzing financial problems, developing alternatives, recommending, and advising management on solutions.
  • Coursework, training, and/or work experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting, and controlling a budget within set policies and procedures.
  • Coursework, training, and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
