Job description

Pay Rate: The annual base salary range for this position $68,600 - $93,100. Please note that the salary information is a general guideline only. At Sawdey Solution Services, we recognize that attracting the best talent is key to our strategy and success as a company.

Position Location: Portsmouth, VA (on-site) Telework/Work-from-Home Authorized: No About the Role: The Operations Manager will monitor incoming data channels in accordance with the USCG's OPTASK COP to ensure that connectivity is maintained with all supported nodes, and to verify that uninterrupted information flows are maintained.

In the event of interrupted information flow, you shall follow procedures in the OPTASK COP. Additional Responsibilities Include, but are not Limited To: Maintain the track database in accordance with the OPTASK COP. You shall observe proper naming and other data convention, time date standards, and reporting intervals set forth in the OPTASK.

Resolve all ambiguous data received by either merging the data with an existing track or initiating a new track. Coordinate via Secret Internet Protocol Router Network (SIPRNet) Chat or email with other USCG units to correct shortfalls and/or inconsistencies in data conventions and reporting intervals, resolve data conflicts, and merge data with other site-specific data. Maintain situation awareness of ongoing events, evolution, and exercises within their respective area of responsibility in accordance with the OPTASK COP.

Supporting the Area Commanders shall broadcast the COP to USCG HQ asrequested by USCG HQ and Coast Guard Command Centers to ensure data timeliness and data integrity. Utilize available tactical decision aids, such as overlays, track groups, Position of Intended Movement (PIM) tracks, site controls, plot controls, and other display enhancement features to highlight high interest data to make this information easily accessible to the operational commander. Ensure that prepared overlays, track groups, and other display enhancements are correct for the required weekly operations brief covering the previous 24 hours prior to 0800 (8:00 AM).

This information shall capture all the essential elements of the COP and serve to provide Situational Awareness (SA) to Commandant's and the Area Commander's staff. Coordinate with the Area Commander's technical staff for the restoration ofGCCS failures in accordance with the Common Operational Picture Synchronization (COP SYNCH) Manual. You shall also assist in the trouble shooting and system failure restoration efforts of associated District's systems.

Coordinate with the LANTAREA Command Center staff to identifyexercises, operations, or events that may require increased focus on the COP and schedule increased manpower, if necessary. Additionally, you shall be prepared to adjust watch stander manpower, if required, due to changes to support surge operations in response to a national crisis where increased focus on the COP may be required. In the event of a catastrophic event where the LANTAREA Command Center is unusable or evacuated, the watch standers must be prepared to relocate to a Continuity of Operations (COOP) site.

Any additional manpower required will be negotiated and approved, before work is started, by the Contracting Officer and incorporated into the task order in accordance with the Changes Clause. Control access to the individual (COP SYNCH) Architectures in accordance with the procedures contained in the COP Standard Operating Procedure (SOP). You shall be responsible for assigning permissions as well as adding and deleting various nodes, as required by the Operational Commander.

Recommend to Atlantic Area Operational C4 and Security Division (LANT-6) and CG-761 any enhancements or modifications required for the USCG's SOPs governing GCCS operations or COP development in the monthly progress report. You shall provide expert technical advice and support to LANT-6 and CG-761 to help manage the USCG COP program. Maintain the resource library of publications and directives required for theproper performance of the USCG's COP.

This libra1y should include, but is not limited to, the USCG's COP SOP, the Standard Attribute Relationship (STAR) Manual, the Merchant Marine Identification Guide, Jane's Fighting Ships, the World Wide Operational Tasking (OPTASK) Force Over the Horizon Targeting Coordinator (FOTC), as well as the following messages from the appropriate U.S. Navy Fleet Commander: OPTASK FOTC, Tactical Information Network System (TINS) Subscriber Identification (SID) assignment message, Identify Friend or Foe (IFF) Mode II assignment message, and Officer in Tactical Command Information Exchange System (OTCIXS) SOP. Classified material shall be accounted for in accordance with the USCG and sitespecific directives

You shall ensure that shortfalls are addressed to LANT-6 and CG-761 Provide on-the-job training and orientation for completing tasks 1-13 togovernment personnel during a normal watch when requested by the senior watch supervisor (Command Duty Officer, Coast Guard Personnel). Such training shall not interfere with the performance of your primary duties. The government and the contractor will agree on a manner and fashion to minimize disruption of contractor duties and optimize the training effectiveness.

Perform other duties, as assigned. Experience Requirements: At a minimum, five (5) years' experience managing a staff of Global Command and Control (GCCS) operators for the U.S. Coast Guard or Department of Defense

The Operations Manager shall have a mastery of the U.S. Coast Guard and Department of Defense policies and procedures for GCCS and Common Operational Picture (COP). Other Required Skills & Abilities: Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract

Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
