POSITION OVERVIEW:

The Program Controls - Document Controls specialist supports QGS’s program with the Bonneville Power Administration (BPA) by managing project controls processes and maintaining the document management system across all active BPA projects. This role ensures accurate document management, enabling processes for cost tracking, schedule reporting, change management, and document integrity in compliance with BPA contract requirements and federal standards. The position works closely with the Senior Project Controls Manager, the Senior Program Manager, project managers, and BPA client representatives to keep program data organized, auditable, and accessible.


What You’ll Do:

  • Establish and maintain the program document control system for all BPA projects, including transmittals, drawings, specifications, RFIs, submittals, correspondence, and contract modifications
  • Support project controls functions including cost tracking, budget monitoring, change order processing, and earned value reporting in coordination with the Senior Project Controls Manager
  • Manage document workflows to ensure timely review, approval, and distribution of project deliverables in compliance with BPA contract requirements
  • Maintain version control and audit-ready documentation across all program records; ensure all project files are properly indexed, stored, and retrievable
  • Generate program controls reports including cost and schedule status, variance analysis, and document status logs for internal leadership and BPA client review
  • Coordinate with project managers, field teams, and subcontractors to collect, validate, and process project data for accurate reporting
  • Support contract closeout documentation and lessons learned processes at project completion
  • Perform additional duties as assigned to support program controls and organizational objectives

 


What You’ll Bring:

Required Education and Experience

  • Bachelor’s degree in Construction Management, Business, Engineering, or a related field.
  • 5+ years of experience in project controls, document controls, or program administration within construction, EPC, or federal contracting environments.
  • Proficiency in document management systems and project controls tools (e.g., Procore, SharePoint, Primavera P6, or similar).
  • Strong organizational skills with a detail-oriented approach to data accuracy and compliance.
  • Excellent communication skills with the ability to coordinate across multiple teams and stakeholders.
  • Deep familiarity with federal document protection including management of CUI information.

Preferred Education and Experience

  • Experience supporting BPA, DOE, or other federal utility/energy programs.
  • Background in earned value management systems (EVMS) and federal cost reporting.
  • Experience with electronic document management systems (EDMS) in a federal contracting environment.
