Project Overview:

Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Sentinel system of inter-continental ballistic missiles and launch infrastructure. Sentinel is a vital U.S. Air Force program designed to modernize the nation's aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman Sentinel nationwide team, Bechtel will provide launch system design, construction, and integration.

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Job Summary:

The Project Controls Engineer (Professional Services) provides project controls support to the development, execution, and administration of professionalservices and staff/resource processes that enable accurate forecasting, labor planning, and performance analysis across the project.

The PCE collaborates closely with project leadership, discipline leads, Human Resources, functional organizations, and field teams to ensure professionalservices and supplementallabor scopes are properly planned, budgeted, monitored, and reported. The position plays a key role in maintaining cost integrity, supporting staffing strategies, ensuring compliance with project controls standards, and contributing to the overall financial health of the project. This role requires strong analytical ability, attention to detail, proficiency with project controls systems, and the ability to communicate staffing trends and cost impacts to management in a clear and actionable manner. #LI-EH1

Major Responsibilities:
  • Understand the project scope, schedule, and cost objectives and work with the team to develop and implement successful controls and reporting plans that integrate with the rest of the project.
  • Support the implementation of monitoring and control standards, techniques, systems, and reports including the following activities:
    • assisting with budget allocation and reporting/cost control for the assigned portions of the project
    • supporting the project Trend and Risk Management programs
    • assisting in the development of quantity takeoffs and development and/or application of unit rates
    • assisting in developing specific project codes of accounts and recommending appropriate modifications and revisions
    • monitoring the collection of actual costs, generating accrual information, and coding and classifying invoice and billing data within the established code of accounts
    • coordinating the development and accuracy of cost reports, including verifying consistency with previous reports
    • preparing specific budgets in accordance with prescribed standards and procedures
    • preparing cost studies using historical data, statistical analysis, and cost and quantity comparisons
    • preparing and maintaining key cost reports.
    • Collaborate with project team members to identify, analyze, and provide innovative solutions to cost engineering challenges.
Education and Experience Requirements:
  • Requires bachelor's degree (orinternational equivalent) and 2-5 years ofrelevant experience or 6-9 years of relevantworkexperience
Required Knowledge and Skills:
  • Must be a US Citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment and education.
  • Experience performing Excel data analysis and preparing reports to communicate results to management.
  • Basic knowledge of project management practices used in the major construction industry customarily acquired through specialized instruction or practical experience over time.
  • Knowledge in the use of Microsoft Office and other standard industry productivity software tools.
  • Excellent oral and written communication skills, organizational skills, and attention to detail.
  • Demonstrated ability to plan, organize, and perform work both independently and as part of team to meet project objectives.

Preferred Qualifications:

  • Experience in one or more of the core Project Controls disciplines - Cost, Schedule, Estimating, Change Management, Risk, and/or Reporting.
  • Knowledge of engineering, procurement, construction, and/or startup work processes typically performed on major construction projects.
  • Experience in performing, monitoring, and analyzing cost and schedule functions
  • Familiarity with performance and progress reporting, including unit rate and pricing variance analysis
  • Familiarity with procurement and accounting software applications typically used on major construction projects
  • Understanding of the Earned Value Management System
  • Experience using Project Controls software for cost and schedule (Cobra, Primavera P6, etc.)
  • Business Intelligence Analytics software such as Power BI.
  • Experience with Six Sigma, LEAN, or other process control and improvement techniques.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
