Quality Control Manager Job Overview:
We are seeking a highly motivated and experienced Quality Control Manager (QCM), responsible for implementing and administering the Contractor Quality Control (CQC) Program on federally funded construction projects. The Quality Control Manager is responsible for overseeing all quality control activities on assigned projects, ensuring compliance with contract requirements, project specifications, and applicable federal standards. This includes planning, coordinating, and enforcing the three-phase control system, ensuring all construction activities comply with approved submittals, contract documents, and regulatory requirements. The QCM has the authority to stop work for non-compliance and is responsible for ensuring deficiencies are corrected in a timely manner.

This role ensures full compliance with contract documents, approved plans and specifications, and applicable government standards, including USACE//DoD requirements. You will act as the primary point of contact with Government Quality Assurance (QA) personnel and will oversee inspections, testing, documentation, and corrective actions throughout the project lifecycle.


Key Responsibilities:

Your responsibilities will include, but are not limited to:

  • Develop, implement, and maintain the Contractor Quality Control (CQC) Plan.
  • Ensure compliance with all contract specifications, drawings, and applicable standards.
  • Maintain full responsibility for overall project quality.
  • Conduct Preparatory, Initial, and Follow-Up Phase inspections.
  • Coordinate meetings with project team and subcontractors prior to work activities.
  • Document and enforce compliance throughout each phase.
  • Review and track submittals for compliance with contract requirements.
  • Ensure all materials and equipment installed match approved submittals.
  • Coordinate with project team to resolve discrepancies.

  • Ensure corrective actions are implemented and verified.
  • Maintain deficiency logs and closeout documentation.
  • Maintain daily QC reports, meeting minutes, and inspection logs.
  • Ensure all quality control documentation is accurate and up to date.
  • Submit reports to project management and government representatives as required.
  • Coordinate closely with project managers, superintendents, and subcontractors.
  • Serve as the primary point of contact for quality-related matters with the client/government.
  • Maintain knowledge of applicable USACE quality control requirements.

Skills

  • 5+ years of experience in Quality Control Management in Federal Construction.
  • Ability to read and interpret blueprints, conceptual drawings, and SOWs.
  • Familiarity with design-build methods.
  • Strong leadership skills with the ability to drive internal teams toward timely and successful project outcomes.
  • Familiarity in project management software (RMS, Primavera P6, Procore, etc.).
  • Strong knowledge of construction methods, codes, and regulations.
  • Excellent communication and organizational skills.
  • OSHA-30, EM 385-1-1, and current CQM-C Certification (*preferred or must be obtained upon hire).
